Objective and Purpose of the Assignment
Asian Development Bank’s (ADB) Water and Urban Development Sector Office (SG-WUD) for the Pacific and
Southeast Asia regions, is seeking a highly motivated and experienced Senior Water and Urban Development
Projects Coordinator to support the project pipeline in Solomon Islands. The Consultant will play a
crucial role in managing and coordinating various water and urban development activities, aimed at
improving infrastructure and livelihoods in Solomon Islands.
The objective of this consultancy is to provide technical guidance, managerial support and contextual
knowledge to support project activities across the SG-WUD project pipeline in the Solomon Islands. This
includes but is not limited to relevant technical assistance products within the sector and country and
the following planned projects and supporting their preparedness activities for approval:
- Honiara Solid Waste Management Project PRF: An indicative $15.0 million is allocated for this
project in 2024. Project readiness financing of $3.0 million (ADF grant) was approved in February 2022
to (i) establish an enabling environment for the ensuing investment project, and (ii) identify project
scope and prepare designs and bidding documents to ensure high project readiness. The potential ensuing
project could include (i) closing of the Ranadi landfill; (ii) constructing a new waste management and
resource recovery facility; (iii) improving solid waste collection, including in informal settlements;
and (iv) expansion of recycling efforts. - Western Province Sustainable Urban Development Project: An amount of $5 million is programmed for
2025 (standby) to support the improvement of the management of solid waste in Noro to support the
retention of the Marine Stewardship Council certification and exports to EU markets in particular. The
area is also urbanizing rapidly and experiencing proliferation of informal settlements and ADB proposes
to support liquid waste management as well as solid waste management. Preliminary discussions indicate
that the proposed project will likely include: (i) development of a new waste management and resource
recovery facility on public land; (ii) purchase of equipment (e.g. trucks, compactors); and (iii)
measures to strengthen the provincial and local government(s) capacity for land management, revenue
generation and service delivery. Project readiness activities will commence from 2023 to support the
creation of an enabling environment for the ensuing project. - Urban Water Supply and Sanitation Sector Project: The project adopts a sector approach for developing
sustainable, inclusive, and climate resilient water supply and improved sanitation in the greater
Honiara area (GHA) and in five other towns of Auki, Gizo, Noro, Munda, and Tulagi in Solomon Islands.
The project will implement high priority components following the government’s water and sanitation
sector plan to increase access to piped water supply and sanitation service, especially among the poor
households; reduce reliance on groundwater and rainwater harvest and ensure more efficient use of water.
The project will also enhance hygiene awareness, promote water conservation, and improve fecal sludge
management. The project commenced in 2019 and is due for completion at the end of 2028.
Scope of Work
The Consultant shall support ADB and the project team leader in all project related matters. He/She will
be supporting the three aforementioned ADB projects in Solomon Islands, ensuring compliance with all
ADB policies, regulations and/or guidelines, and timely delivery/implementation of project
outputs/activities. The Consultant will assist ADB, Executing Agencies (EA) and Implementing Agencies
(IA) in project planning, preparation of all related documents, and support during project preparation
and readiness activities, including mission planning and execution. This position is part-time,
estimated at three days a week, over a 12-month period.
Detailed Tasks and/or Expected Output
At the beginning of the assignment, a work plan will be drafted and agreed upon with the Individual to
guide the expected outputs and role across the 12 months. It is envisaged at the end of the assignment
expected outputs will be key contributions made to the project readiness of the Honiara Solid Waste
Management Project, Western Province Sustainable Urban Development Project and the Urban Water Supply
and Sanitation Sector Project.
The following key tasks will be carried out during the assignment:
- Project Coordination:
- Facilitate the planning, execution, and design of water and urban development projects in coordination
with relevant stakeholders and project teams. - Ensure project preparatory team’s adherence to project timelines, budgets, policies and quality
standards. - Identify potential challenges and risks to project preparation and readiness and develop strategies to
mitigate them effectively. - Lead on project readiness activities for ensuring projects as directed, and coordinate timely delivery
of activities amongst stakeholders.
- Technical Assistance:
- Provide technical expertise and guidance in water management, waste management and urban development
to project teams and stakeholders. - Support the identification of specific needs and opportunities for improvement in the target areas.
- Propose innovative and climate resilient solutions and technologies to enhance project outcomes.
- Where feasible, support contextually relevant and local solutions as part of the project planning
approach.
- Reporting and Documentation:
- Draft and coordinate inputs for ADB project documentation required for the ensuring project approvals.
This may include Aide Memoirs (AM) and Memoranda of Understanding (MOU), Mission Clearance Requests
(MCR), Back to Office Reports (BTOR), and Memos - Review and analyze consultant reports, including provision of feedback, and consolidation of comments
- Ensure all reports and documentation are accurate, complete, and submitted in a timely manner.
- Stakeholder Liaison
- Liaise with relevant government agencies, non-governmental organizations, and community
representatives to foster collaboration and promote project sustainability. - Organize and facilitate stakeholder consultations as required for project planning activities.
- Support Implementing Partners to deliver on project readiness financing agreements, ensure
implementing partner activities remain on track, working together to find solutions to challenges as
they arise.
Minimum Qualification Requirements
• Bachelor’s or Master’s degree in Civil Engineering, Urban Planning, Environmental Science, or a
related field.
• Minimum of 10 years of relevant work experience in managing or coordinating water, infrastructure
and/or urban development projects.
• Proven track record of successful project coordination, implementation, and monitoring.
• Familiarity with ADB operations and business processes, particularly TA/project administration would
be an advantage,
• Strong technical knowledge in water and sanitation infrastructure, solid waste management, urban
planning, and sustainable development.
• Familiarity with the socio-economic, cultural and environmental aspects of Solomon Islands.
• Excellent communication, negotiation, and interpersonal skills.
• Ability to work independently and as part of a multidisciplinary team.
• Excellent verbal skills in Pidgin and verbal/written skills in English are required.
Minimum General Experience: 7 Years
Minimum Specific Experience (relevant to assignment): 8 Years
