Objective and Purpose of the Assignment
Strengthen the capacity of water utilities, government environmental regulatory agencies, and other relevant government stakeholders to monitor and improve quality of: (i) raw surface water and groundwater extracted for public and community water supplies, (ii) wastewater effluent and sludge from treated and untreated sewer systems, water and wastewater treatment plants, and onsite wastewater treatment and disposal systems. |
Scope of Work
Upon instruction from ADB, the Consultant will provide on-demand advice and support to water utilities and relevant government agencies in ADB Pacific developing member countries (PMDCs) and to ADB on water quality issues. |
Detailed Tasks and/or Expected Output
Provide on-demand advice and support relating to PMDC water utilities, relevant government agencies, and ADB on water quality matters including: 1. Obtaining and assessing existing water quality data and identify potential sources of water contamination. Design and facilitate the implementation of programs, including training of utility and environmental agency personnel in monitoring and analytical technical, to monitor contaminants that may be risks to human and environmental health. 2. Identify potential human and environmental health risks arising from activities impacting on water quality. Recommend strategies and policies to mitigate such risks and, where appropriate, guide the design of physical processes, that may be implemented through government capital works project or development partner projects. 3. Guidance and advice for water quality monitoring including sampling and testing (both field and laboratory tests), and selection of strategic water quality monitoring sites. 4. Design and implementation of water quality monitoring programs that will assist governments and water utilities to meet statutory and regulatory standards. 5. Design and implement training programs which may include sampling methods, sample handling procedures, testing methods, and analysis and assessment of water quality test data. 6. Design and facilitate the implementation training programs that will enhance water and wastewater utilities to operate and manage water and wastewater treatment facilities to meet human and environmental water quality objectives effectively and sustainably. 7. Assessment of water quality policies and provision of recommendations to strengthen and enforce water quality regulations. The Consultant will deliver monthly reports detailing all assignment activities over the previous month including a detail of assistance provided, assessments, and recommendations. |
Minimum Qualification Requirements
The Consultant will have at minimum, a bachelor’s degree in environmental engineering, process or chemical engineering, chemistry, or other relevant qualification and at least 10 years’ experience in designing and implementing water quality monitoring programs and analyzing water quality data. Experience obtained in Pacific Island developing countries is essential. |
