The Global Center on Adaptation (GCA) is an international organization which works as a solutions broker to accelerate action and support for adaptation solutions, from the international to the local, in partnership with the public and private sector, to ensure we learn from each other and work together for a climate resilient future.

The GCA is a Managing Partner of the Global Commission on Adaptation and works to implement the Commission’s Action Tracks: 1) Finance; 2) Water; 3) Cities; 4) Nature Based Solutions; 5) Infrastructure; 6) Locally-Led; 7) Rural Development; and 8) Disaster Response. The GCA implements the detailed program of the Action Tracks and the further refinement of the Action Tracks into the five Bold Ideas on Adaptation, which will be further developed by the Center during 2020-2025. The Bold Ideas are: 1) Finance; 2) Working with Nature for More Resilient Infrastructure; 3) Rural Well Being and Food Security; 4) Water and Urban; and 5) Youth Leadership.

Profile:

We are looking for a Program Officer to support the development and implementation of the Water and Urban Bold Idea. The Program Officer will support the Program Lead to position GCA as a leader and provider of innovative programmatic responses by facilitating and leading new business development efforts that will comprise the Water and Urban core thematic areas in GCA’s multi-year business plan. The Program Officer will work closely with the GCA’s other thematic teams, including the Urban team.

Responsibilities:

The Program Officer Water will, amongst others:

  • Support the development of the Water-Urban Climate Adaptation Bold Idea including but not limited to the development of a concept note, detailed work program, and budget.
  • Support the preparation of the Global Adaptation Summit as far as relevant for the Water-Urban Bold Idea.
  • Maintain and expand a network of partners to support the implementation of the Water-Urban BoldIidea including Multilateral Development Banks, governments, private and public sector partners, and so on
  • Coordinate and collaborate with other thematic teams to develop synergies and to contribute to Commission deliverables as needed; such as the Nature Based Solutions and disaster risk action tracks
  • Collaborate with the Netherlands Ministry of Infrastructure and Water and other Ministries and government institutions to develop a strong work program

Desired Qualifications/Experience:

  • Minimum 5 years experience in related fields at international levels. Experience in less-developed countries will be an added advantage.
  • Masters’ Degree in Engineering; environmental science; finance, international development, or a related field.
  • Experience with water analysis; environmental and infrastructure planning
  • Experience with water projects in international settings.
  • Experience in working with public and private sector partners.
  • Experience working with many governments at the senior levels.
  • Excellent command of English and excellent communication skills

The Global Center on Adaptation (GCA) is an international organization which works as a solutions broker to accelerate action and support for adaptation solutions, from the international to the local, in partnership with the public and private sector, to ensure we learn from each other and work together for a climate resilient future. Founded in 2018, the GCA is hosted by the Netherlands, working from its headquarters in Rotterdam with a knowledge and research hub based in Groningen. The GCA is establishing a worldwide network of regional offices in Africa, Asia and the Americas, starting with a global innovation hub for climate adaptation in Beijing. Through this evolving network of offices and global and regional GCA teams, the organization engages in high-level policy activities, new research contributions, communications, and technical assistance to governments and the private sector.

The GCA is the Managing Partner of the Global Commission on Adaptation co-chaired by Ban Ki-moon, Bill Gates and Kristalina Georgieva, formed to mobilize knowledge resources and catalyse political support for urgent action to climate adaptation solutions. The GCA is also the Managing Partner to the Vulnerable Twenty (V20) Group of Ministers of Finance and to the Climate Vulnerable Forum, a group of 48 developing countries highly vulnerable to climate change. In the run-up to the 2020 Climate Adaptation Summit, the GCA is driving a “Year of Action” on climate adaptation to translate commitments secured by the Global Commission on Adaptation into concrete activities on the ground. The GCA is the lead partner of the Climate Adaptation Summit, to be hosted by the Netherlands in 2020.
