Communications Director (Water and Vulnerable Environment Activity)

Chemonics seeks a communications director for the anticipated USAID Water and Vulnerable Environment Activity based in Almaty, Kazakhstan. The five year program aims to strengthen regional cooperation on shared water resources and address current and emerging environmental challenges to promote stability, economic prosperity, and healthy ecosystems in Central Asia. It will build the human and technical capacity of water stakeholders and institutions in all Central Asian countries, support the sustainability of the transboundary small basin councils established under USAID’s Smart Waters project and their scaleup to expand reach, enhance government initiatives at national and regional levels to support transboundary water cooperation, and sustainably address emerging environmental challenges in the region. Program implementation is expected to take place in Kazakhstan, Kyrgyzstan, Tajikistan, Turkmenistan, and Uzbekistan across multiple field offices. We are looking for individuals who have a passion for making a difference in the lives of people around the world.

Responsibilities include:

  • Work with program leadership and team members to develop a communications strategy and activities that support and enhance activity implementation
  • Contribute to the program’s Collaborating, Learning, and Adapting approach by documenting processes and outcomes, and communicating project successes and learning for local, regional, and global audiences
  • Support generation of knowledge products and data for decision-makers
  • Develop and deliver effective messages through multiple channels, including social media
  • Ensure proper coverage and attribution of program events and achievements, including liaising with media
  • Ensure compliance of all program materials to USAID branding and marking guidelines
  • Collect program information and facilitate submission to USAID, including bullets, weekly updates, flash updates, and monthly calendar plans; coordinate quarterly and annual report preparation


  • Degree in public relations, behavior change communications, or journalism preferred
  • Minimum 10 years of relevant experience in strategic communication planning and implementation
  • Strong English writing skills, with a proven record of successful communication, reporting, and content writing and editing
  • Experience in the post-Soviet states, Central Asia, or other countries with similar context and environmental challenges and opportunities
  • Strong interpersonal skills with proven experience facilitating communications with a wide range of stakeholders
  • USAID experience preferred
  • Demonstrated leadership, versatility, and integrity
  • Fluency in Russian or a Central Asian language and fluency in English required
