Public Advocates Office / Water Branch
Public Advocates Office (“the organization”) represents residential and small business ratepayer interests in Commission proceedings and processes (e.g., workshops, rulemakings, investigations, utility applications, hearings, advice letters, committee and stakeholder meetings, and other forums). These proceedings and processes set rates, rules, policies, and regulations.
Under the general direction of the Deputy Director, this position is responsible for managing activities in the Water Branch of the Public Advocates Office. This branch has primary responsibility for the Public Advocates Office’s activities in most Class A Water general rate cases. Another branch, the Communications & Water Policy (CWP) Branch oversees at least two of the major water general rate cases. Rulemakings and advice letter reviews are assigned to either branch based on staff availability and workload. In order to increase utilization of resources, staff is shared across both branches on a project-by-project basis. The Water Branch is comprised of four sections – two are located in San Francisco and two in Los Angeles.
