DUTIES AND RESPONSIBILITIES

Under the supervision of the Director of the Earth System (ES) Branch, within his or her delegated authority, the incumbent will perform the following duties:

(a) Support the work of the Branch toward the implementation of the WMO Strategic Plan, especially as concerns Long-Term Goal 2: Enhanced Earth System observations and Predictions: Strengthening the technical foundation for the future. Lead the work of implementation of Objective 2.3: Enable access and use of numerical analysis and Earth system prediction products at all temporal and spatial scales from the WMO Seamless Global Data Processing and Forecasting System (S-GDPFS), including World Meteorological Centers (WMCs) and Regional Centers;

(b) Lead, manage and coordinate Secretariat support to the WMO Infrastructure Commission and its relevant Standing Committees, Study Groups and other elements of its working structure, as well as other WMO constituent bodies within the area of quantitative Earth system modeling and prediction;

(c) Manage, coordinate, advise and undertake activities in the implementation of the GDPFS and Emergency Response Activities (ERA) programmes, including all aspects of operational numerical weather prediction systems on all time scales, production of weather forecasts and warnings, and atmospheric transport and dispersion modelling, the Severe Weather Forecasting Development Project (SWFDP), and training and capacity development, with Members and relevant international organizations;

(d) Liaise closely with relevant other Departments in the Secretariat, in particular, with the Science and Innovations Department and the Services Department in order to ensure a robust research to operations transition of modelling activities and outcomes; with Members Services and Development Department for strengthening WMO’s support to regional forecasting centers.

(e) Coordinate with the Office of Development Partnerships with respect to voluntary and extrabudgetary sources for the programmes of the Division;

(f) Act as line supervisor of the staff of the ESP Division, including guiding, development, training and performance assessment;

(g) Provide input to and participate in strategic planning discussions regarding WMO infrastructure and the role of the Infrastructure Department;

(h) Support the Branch Director and the Department Director in relevant regular planning, budgeting and reporting activities;

(i) Oversee the reviewing and editing of reports prepared by rapporteurs, expert teams and individual experts and others related to the activities of the Division;

(j) Carry out other relevant duties as required.

QUALIFICATIONS
Education
Master’s degree or equivalent in meteorology, hydrology, oceanography or related discipline within the Earth System sciences. A Ph.D. would be an advantage.
Experience
A minimum of 10 years of combined national and international progressively responsible experience in coordinating and managing international activities within Earth System Sciences and Prediction (including numerical weather prediction, data assimilation, climate modelling or similar quantitative modeling discipline).
Other requirements
Ability to analyse and evaluate scientific and technical needs and requirements. Excellent managerial, supervisory and organizational skills. Ability to draft clear and succinct reports, documents and correspondence. Excellent knowledge of ICT skills. Sense of responsibility, maturity of judgment, initiative, and creativity. Excellent interpersonal skills. Ability to work in a multicultural environment and to foster diversity and team spirit.
Languages
Excellent knowledge of English (both oral and written). Knowledge of French is desirable. Knowledge of other official languages of the Organization would be an advantage.
