Extreme weather events such as droughts may evolve into climate emergencies when not timely predicted and managed. Droughts are a complex phenomena originating from the interplay of several hydro-meteorological phenomena with different spatiotemporal dynamics, levels of observability, and relevance towards the event severity. Compacting such information into an informative tool is a complex task. The research aims at developing a fully generalizable decision-analytic platform for detection and prediction of upcoming water risk associated to extreme weather events via automatic and basin-specific drought index design. The operational value of the index will be tested in a control scheme for real time drought operations.
