Objective and Purpose of the Assignment
  
The Government of Punjab has requested support from the Asian Development Bank (ADB) to plan investments 
and design service delivery models for selected cities in Punjab province. On 16 January 2020, ADB 
approved a project readiness financing (PRF) loan for Punjab Urban Development Projects. The PRF will 
support the Local Government and Community Development (LG&CD) Department, through its Program 
Implementation Unit (PMU), to prepare comprehensive spatial master plans for upstream project pipeline 
development, prepare detailed engineering designs, support procurement readiness, and prepare 
operational business plans for priority investments of the ensuing projects covering about 7 cities. The 
ensuing project(s) are expected to be approved in 2021. 

Scope of Work
  
Due diligence consultants will be recruited under the PRF to support the PMU’s project processing  
activities. Specifically, the individual will prepare the due diligence assessments of the proposed 
projects to enhance processing efficiency and to ensure approvals remain on schedule. The consultant 
will be required to contribute to drafting the required ADB project and linked documentation.

Detailed Tasks and/or Expected Output
  
He/she will be mainly responsible for assistance but not limited to the following:
•	Undertake a review of process operation and maintenance of water supply treatment plants of respective 
project sites, including feasibility studies and engineering designs to determine compliance status of 
the facilities with the international standards and requirements of the regulatory authorities.
•	Undertake a review of centralized and on-site domestic and/or commercial wastewater management 
practices including fecal sludge management. 
•	Undertake a review of cost estimates and financial models for capital investments.
•	Evaluate service operators performance including carrying out sampling and data collection, analyze 
data and test results to assess facility performance to meet public health requirements.
•	Prepare findings of reviews and recommend improvements and modifications whenever required including 
reviewing the service providers response and determine if the advice, comments, and issues raised have 
been adequately addressed by the service provider.
•	Ensure Quality, Health, Safety, and Environment (QHSE) are being appropriately implemented and 
satisfies compliance of the law.
•	Participate in PMU capacity building training as needed.
•	Developing asset management strategies, plans and implementation programs, incorporating life cycle 
asset management.
•	Perform any other tasks that may assign.

Minimum Qualification Requirements
  
He/she will have a post-graduate degree in hydrology or civil engineering with specialization in 
drinking water supply and source development (ground and surface water) with over 15 years of experience 
in planning and designing these activities, and a minimum of 10 years proven work experience and skill 
in similar position in developing countries, and expertise in salinity intrusion. He/she will also work 
closely and oversee the work of the national water supply and sanitation expert on the team. ADB or 
other International Donor-funded project implementation experience would be an added advantage.

Bachelor’s in civil engineering, environmental engineering, public health engineering, solid waste 
engineering, chemical engineering or equivalent, preferably master’s in environmental engineering, urban 
engineering or equivalent. The expert should possess extensive knowledge on procurement, FIDIC and other 
related tender conditions, value management, project management and contract management in design and 
delivery roles in the water sector.
