Organizational Context

The WASH Programme Manager is a part of the technical programme team in the IFRC Myanmar Country Office under the Health Programme Manager and has a technical reporting line to the Regional WASH Coordinator for Asia Pacific. The WASH Programme Manager is a member of the Asia Pacific Regional Health & WASH Team. The WASH Programme Manager is also a member of the Global WASH Team and supports the IFRC’s programmatic vision for WASH and its translation into programmatic interventions, in close collaboration with NS’s, by providing technical advice, support and coordination to the Federation’s programmes in the areas of water, sanitation and hygiene promotion throughout the resilience continuum (in emergency, recovery and development contexts). Within IFRC Country Office (CO) annual operational plan (OP) provide support to Myanmar Red Cross, on water, sanitation and hygiene promotion interventions focusing on ensuring access to safe water, provision of latrines, promotion of Menstrual Hygiene Management and reduction in risk of hygiene-related diseases such as epidemics and pandemics as part of the integrated programming approach but also to support different emergencies (DREF and EA). The WASH Programme Manager will be based in Yangon with frequent travelling across the country as required.

Job Purpose

The WASH Programme Manager will assist the Myanmar Red Cross Society through the IFRC Country Office in Myanmar by providing technical support and capacity development in WASH. Myanmar Red Cross formally established in 2017 a WASH technical unit under the Health Department  whose staff provide technical support to WASH emergency response activities and development projects.

The WASH Programme Manager will support MRCS in building its WASH capacity as outlined in MRCS Strategic Plan for 2016-2020, in line with WASH Strategic Direction and IFRC Strategy 2030 and CO annual OP and in providing the quality health and care services to the Myanmar people and advocating on behalf of the most vulnerable, including in the context of the Rakhine crisis and current COVID-19 response operation.

The WASH Programme manager is expected to ensure that IFRC health programmes are consistent with the IFRC WASH plan and budget and respond to local needs and contexts in developmental and disaster situations. The WASH PM will support the Myanmar RC to ensure that all the projects are planned, implemented and delivered in accordance to the agreed plans and budgets and accountability requirements of the respective donors.

Job Duties and Responsibilities

Capacity Building and Knowledge Management

  • Support the further development of Common Operational WASH Framework, a mechanism to enhance knowledge and capacity of MRCS based on the strategic direction of the WASH Unit with a focus on cross cutting sectors (Gender and Diversity, CEA, etc.)
  • Support MRCS WASH Unit activities to strengthen their capacity to implement quality WASH interventions in collaboration with other MRCS units and technical focal points, e.g. PMER Unit, Gender and Diversity focal point
  • Lead development of procedures and guiding documents stated in the Common Operational WASH framework through technical working groups and in coordination within country technical delegates and PNS support. Furthermore, support MRCS to ensure that projects and programs of various sectors (WASH, Health, Disaster Preparedness and Livelihoods) are aware of and follow relevant aspects of Common Operational WASH framework
  • Assist MRCS in training its staff and volunteers as per the needs identified in relevant WASH technical areas through one on one training, organisation of in country training, available webinars, supporting the peer exchange and staff for international training activities
  • Ensure all different tools developed during past projects are in use and followed by the MRCS

Technical support and assistance in coordination of WASH during emergencies and for emergency preparedness

  • Provide advice and support in planning, implementation and management of WASH components of MRCS emergency response and recovery programmes in country including activities in response to displacements in Rakhine
  • As a technical lead in the provision of WASH support and advice in the IFRC overall epidemics and pandemics and disaster preparedness and response in Myanmar
  • Support MRCS in training of WASH NDRT / ERU team members in line with latest sector developments.
  • In coordination with IFRC and MRCS Logistics, support MRCS WASH team in operation and maintenance of emergency response equipment and in the long term with WASH warehouse management processes
  • Assist MRCS with development of funding proposals and concept notes to address emergency health preparednessand training activities as required
  • With other Global WASH team members actively engage with and provide support to the Global WASH activities.

Technical Support and Programme Management

  • Assist MRCS in developing WASH projects that are in line with strategic direction and operational common framework, which conform with its capacity and mandate in country. This includes the development of new programme proposals as required
  • Provide technical and programming support to the MRCS WASH team in management, coordination and implementation, monitoring and evaluation of directly and indirectly managed WASH projects with focus on integrating cross cutting fields (Gender and Diversity, Menstrual Hygiene Management, CEA etc.) as per the Common Operational Framework.
  • Manage the WASH budget, expenditure and procurement within the in country IFRC support, monitor the implementation and ensure timely and efficient financial reporting. Support direct reports in contributing to sound financial management
  • Ensure that the workplans and budgets are revised as per the evolving situation and regular variance reports are developed and mitigation measures put in place to ensure on time and within budget project delivery.
  • Ensure the production of regular, timely and accurate narrative and financial reports for the IFRC Secretariat and donors%MCEPASTEBIN%

Policy development, strategic planning and Coordination

  • Assist MRCS in further development in its planning with specific emphasis of strategies and policies relating to WASH, as well as general integration, coordination and quality enhancement with special focus on Gender and Diversity, Community Engagement and Accountability (CEA), climate change adaptation and other cross cutting fields
  • Awareness and dissemination of relevant IFRC strategies, policies, toolkits with relevant IFRC delegates and NS technical staff as required (Strategy 2030, WASH Strategic Direction, CEA Toolkit, Gender and Diversity Minimum Standard for Emergency Programming etc.) to allow MRCS to incorporate relevant fields in development of strategies and policies
  • With support from APRO WASH Team, be aware of sector trends and developments, disseminate them to various management levels of MRCS to enable reflection in relevant strategies and policies
  • Ensure close integration of good WASH practices with other sector programmes (Health, Livelihood, DRR) through existing coordination mechanisms and active support
  • Ensure MRCS attend relevant regional and national WASH networks and clusters. Further support development of appropriate networks with governmental, international and non-governmental organisations
  • Support MRCS to take the lead in country Movement Coordination (including ICRC) in WASH sector to move from WASH project to WASH programme approach
  • Reinforce and support MRCS collaboration with the Relevant Government Departments in order to ensure that the relevant programmes and services adhere to national standards and guidelines

 Contribute to an effective, high quality IFRC team :

  • Be accountable to the APRO WASH Coordinator and the Global WASH Team Leader by providing regular progress reports on results against objectives and risk analysis.

Education

  • University degree or diploma in engineering, WASH, Public Health or equivalent professional experience is required
  • Relevant post graduate degree is preferred.

Experience

  • At least 7 years working experience in the humanitarian or development sector, with a focus on WASH is required.
  • Demonstrated professional credibility in the sector and experience working in an international or cross-cultural environment is required.
  • 5 years management and supervisory experience in a multicultural environment, with developing countries and/or with an international organisation at management level is required.
  • Experience working in a RC/RC National Society and/or Federation/ICRC is required.

Knowledge, skills and languages

  • Knowledge of WASH and public health and experience in practically applying this knowledge into policy, programmes and positioning is required
  • Programme and project management is required
