Background
This anticipated EKN-funded programme seeks to address Integrated Water Resources and Natural Resources Management, Food Security, and Adaptation to Climate Change in the Mali province of Sourou river-basin through a two-pronged approach:
1. Strengthening the governance capacity of the Inter-Collectivity of Sourou (ICS) and its Technical Directorate. This will involve:
a. political support – project management, institutional support (operations, secretariat, logistics) and management of governance funds;
b. the recruitment and training of experts for technical management.
2. Managing a €21 million investment fund dedicated to the implementation of projects from the Sourou Integrated and Sustainable Development Programme (PDIDS) in the areas raised in connection with the Multi-Year Strategic Plan for the Sahel (including Mali) of the Ministry of Foreign Affairs of the Netherlands 2019 – 2022.
Overview of the Position
The Team Leader will have overall responsibility and accountability of the programme which includes ensuring the contract is implemented as agreed, overall program management, supervision of human resources, administration, logistics, procurement; managing consortium partners, and ensuring quality control and timeliness of all deliverables including reporting as required by the donor.
Key Responsibilities
- Manage the overall programme set-up and design, development and implementation of the fund;
- Strengthen SNV’s collaborative relationship with Steering Committee, Line Ministries, and provincial and district authorities and other stakeholders;
- Update the work plan and budget periodically and in response to actual implementation opportunities and challenges;
- Account and report to the donor and consortium partners on programme performance and progress;
- Prepare Fund reports;
- Monitor and ensure performance of the programme and ensure that all milestones are met according to donor requirements, develop mitigation plans to reduce setbacks and take corrective actions to remedy any deviation from work plan(s);
- Overall management of resources allocated to the project;

Qualifications
- University degree (minimum 4 years of study) in one of the following fields: geography, economics, rural development engineering, governance, environmentalist, sociology, management or any other field related to the market (to be justified);
- Minimum 10 years of professional experience in the management of development projects;
- Minimum 5 years of experience as a team leader;
- Experience in Mali of at least 1 year is considered an asset;
- Excellent command of French and English (both required);
- Mastery of computer tools;
- Financial and administrative management of comparable funds (volume and type);
- Monitoring and evaluation of development programmes in a complex and changing socio-economic and environmental context, with a focus on skills transfer (i.e. ownership, monitoring and evaluation, lobby/advocacy, technical support, training/capacity building, learning and accountability).
- At least 5 years of professional experience in managing/supporting local authorities, including cooperation with local authorities on their plans, projects and programmes
- At least one concrete example of experience in developing a programme/strategy for territorial socio-economic change led by local actors;
- At least one concrete example of experience in the implementation and management of a programme as described in the ‘programme overview’.

Contract Duration: 1 year International Employment Contract, with strong possibility of extension
