Appointment of a Senior Partnership Expert for supporting Amplification and Expansion of CURE in WASH through CLPAs, BCC, Public Alignment and Urban Transformation
1. Background
Centre for Urban and Regional Excellence (CURE) is a not-for-profit development organization working with urban informal and low-income communities to un-think, reimagine, innovate and de-engineer solutions to include and integrate people in the processes of city development. As part of its mandate, CURE is currently executing a program called Pani aur Swachhta mein Sajhedari (PASS) that aims to promote safe sanitation and water for health outcomes in slum communities by reducing household poverty, upgrading slums, improving services equity, liquid waste management, and creating awareness, with a special focus on women and children.
2. Objective of the Assignment
CURE is seeking the services of an expert to support CURE with building partnerships for delivering water and sanitation services. CURE is seeking to build, accelerate and expand partnerships with the Government Of India, State and City Governments; private sector and their philanthropic/CSR sections, international agencies and academic institutions, towards meeting its goals under the USAID-PASS project for leveraging resources.
3. Scope of Work
In order to complete the objectives laid out at para 2, the consultant will be required to take up the following activities:
a. Assist CURE in forming and strengthening partnerships with National, State, City Governments in addition to current states/cities of CURE’s intervention; private sector agencies, academic and other insititutions, stakeholders, etc. to produce scale with respect to CURE WASH initiatives.
b. Organize workshops, brainstorm meetings, etc. with governments, private sector, academic insitutions and other stakeholders to identify opportunities for CURE to engage in a more substantive way with these partners so as to produce scale with respect to its WASH inititaives.
c. Identify opportunities for CURE to be part of the initiatives of these agencies in the WASH sector including membership in relevant steering committee and/or technical committees of key programs including SBM, Jal Shakti Mission, AMRUT of MOHUA, Niti Ayog etc.
d. Prepare a Sustainability Plan for CURE’s WASH initiatives as part of the EXIT plan of PASS.
e. Conduct at least one National workshop in partnership with atleast one National Agency on key WASH issues, , including creating of a concept for CURE awards in this sector
f. In line with the sustainability plan for CURE prepare joint proposals with the identified agencies for producing scale for WASHnm
g. Support/mentor consultants/ngos identified by CURE for working in these cities/states
4. Resource Requirements
The resource person will have to provide the CV for the following position. The day rate will need to be provided by the resource as part of the submission of the CV.

Requirements
• Post Graduate, preferably in Management
• Minimum 20 Years of Experience
• Should have extensive experience of Development Sector
• Should also have extensive experience of working with Central Government and Key Ministries
• Should have extensive experience of working in Water and Sanitation Experience
• Experience of forging partnerships at the National and State Levels
• Cross Sector Experience
• Location – Delhi
5. Deliverables
The expert is required to submit a Monthly progress report on the activity and during the period of engagement covering the following:
a. Partnerships done with public sector. Atleast one membership to steering / technical committee for policy making at the national level within a period of 3 months, one membership of a steering / technical committee at the state level in focus states and steering / technical committee at the state level in at least 2 non-focus states.
b. At least three opportunities including one MoU / partnership agreement with private sector partners and one MOU with an institutional partner, and at least one joint proposal with state agencies for producing scale for WASH
c. Development of the WASH-CURE sustainability plan
6. Remuneration
The rate is determined by functions performed and experience of the consultant. The fees will be paid as per the agreement terms on monthly basis.
