JOB SUMMARY

This position is located in the in the Water Resources Protection and Mitigation Branch, in the Regulatory Review Division (RRD) of the Natural Resources Administration (NRA), Department of Energy and Environment. RRD is responsible for reviewing construction projects during the permitting process for compliance with various water-related regulations including erosion and sediment control, stormwater management, green area ratio, floodplain, wetlands, soil-borings, and dewatering. RRD also implements programs to incentivize and finance the installation of runoff-reducing green infrastructure on properties in the District of Columbia, including the Stormwater Retention Credit (SRC) Trading Program, the SRC Price Lock Program, and the RiverSmart Rewards stormwater impervious fee discount program. In addition, RRD is responsible for implementing the District’s financial relief program for eligible nonprofits paying the Clean Rivers Impervious Area Charge (CRIAC), which is a fee assessed on the water bill based on the amount of impervious surface on a property.

DUTIES AND RESPONSIBILITIES

The selected candidate will work to implement business process improvements to construction permitting and to the branch’s various green infrastructure incentive programs.  To accomplish this, the selected candidate will work closely with RRD staff to understand the permitting process and business processes of RRD’s various programs. The selected candidate will also work closely and with RRD’s online permitting databases (all use the Quick Base platform), such as DOEE’s Stormwater Database the Well Permitting Database, and other databases that track customer applications and various aspects of RRD’s programs.  The responsibilities of the selected candidate include developing, modifying, and managing database components for applications described above, and may include managing contracts or memorandums of understanding regarding database improvements. The selected candidate will work with other permitting and incentive program staff to identify new information that should be submitted through the databases and, will work with contractors and other DOEE staff, as appropriate. The selected candidate will assist in analyzing program implementation to make recommendations for business process improvements that could improve customer service or increase DOEE efficiency. The selected candidate will also assist with reporting on the implementation of DOEE’s programs.

QUALIFICATIONS AND EDUCATION

Applicants must have at least one (1) year of specialized experience equivalent to the next lower grade level, CS-11.

The applicant should have professional and/or academic experience with customer focused programs and data management. Experience with green infrastructure, construction permitting, or environmental programs is preferred but not required. The applicant should have experience using database applications. The applicant should also have strong analytical and problem-solving skills, as well as the ability to communicate well, both orally and in writing. 

LICENSE AND CERTIFICATION

Must possess a valid driver’s license.

Work is primarily performed in a normal office setting.

This is a 13 month term appointment with a not to exceed (NTE) date.

This position is represented under collective bargaining unit AFGE Local 2725.
