Description

The purpose of this Contract is to support the Ministry of Infrastructure and Energy and the AKUM to perform their roles for the planning, management and implementation of water-sector investment responsibilities. This will require a Contractor to provide technical knowledge, experience and hands-on assistance to the staff within the institutions and support their strategic planning activities.
The Contracting Authority will be the Ministry of Infrastructure and Energy of the Republic of Albania represented by the National Agency of Water Supply, Sewerage and Waste Infrastructure.
Review of existing bulk list of water supply and wastewater projects for update and possible prioritization, review all measures required to ensure compliance with EU directives, bridging the gap between the required standards and the existing situation, define infrastructures and technical assistance required to close the gap, propose an affordable and accessible implementation approaches, investments programs and make an assessment of the process for Albania to apply during accession negotiations and eventually join the EU.

Qualifications required

Master degree in the field of engineering or economics. Additional post-graduate degree in management with duration of at least one academic year would be considered as an advantage.

Professional experience required

Post-graduate professional experience of at least 15 years in the engineering/infrastructure sector and EU Member State experience for at least 2 years out of the minimum general professional experience. Prior experience from Pre-Accession Assistance (IPA) would be mandatory/required. Experience in supporting and preparing national authorities for EU membership, experience in support for planning of implementation of large investment projects, setting the standards to be achieved and provide sustainable benchmarks, justification of funding applications, define investments with high priorities, support the negotiation process with EU. Experience with at least two (2) major infrastructure projects (investment costs of at least 10 M euros per project) financed from the EU or from a multilateral IFI loans would be considered as an advantage
