This position is for outposting to Viet Nam Resident Mission (VRM) and is open to internal and external applicants. If the successful candidate is an external candidate, he/she may initially be based in HQ prior to be outposted. If the successful candidate is an internal candidate, the outposting will be immediate.

Job Purpose

Identify, develop, process, implement and administer loans, technical assistance (TAs) projects, and non-lending products and services (NLPS) in the urban and water sectors. Contribute to the development and evaluation of policy in the urban sector. Leverage experience and knowledge to formulate and articulate water sector and urban development work and engage with governments in policy dialogue. Provide support to the implementation of regional activities, as assigned by the Director, Urban Development and Water Division, (SEUW). Work within general policies, principles and goals, working directly with clients.

Expected Outcomes

a. Strategy and Planning

  • In consultation with relevant government agencies, conceptualize and develop strategies on urban development and urban environmental improvement (including, as appropriate, water supply, wastewater management, sanitation, drainage, solid waste management, housing), public-private partnerships for municipal infrastructure, urban and regional planning, urban governance /municipal management consultation.
  • Lead and support the review of urban development policy, legal and regulatory frameworks and institutions, and assess progress towards achieving sustainable economic development and poverty reduction.
  • Undertake and conduct policy dialogue with governments and other donor organizations on the urban development thematic area, promote efficient use of resources and encourage participatory approaches to development planning and financing.
  • Provide technical inputs for country programming and contribute to the development of Country Partnership Strategies and Country Operational Business Plans (CPS/COBPs).
  • Lead thematic work around the areas of urban and regional planning and development in Vietnam and the Greater Mekong Subregion (GMS).
  • Participate in interdepartmental working groups on urban development and water supply, and in country teams.
  • Assist and facilitate proper coordination between Headquarters and Resident Missions for consistency of approach, exchange of experiences, and continuous improvement of practices and integration of urban development policy commitments to the management of projects.

b. Project Processing and Management

  • Lead and/or assist the development, processing and administration of loan, grant and TA projects in urban development in Viet Nam and other Southeast Asian countries, as required.
  • Provide guidance, advice and comments on urban development and water issues in the initiation and development of loan and TA projects and capacity building initiatives.
  • Assist Director, SEUW identify new areas for scale up, development and/or innovation.
  • Administer loan and TAs in urban development and water sector in Viet Nam, and other Southeast Asian countries, as required.
  • Undertake project and TA completion reports to self-evaluated ADB’s performance in implementation.

c. Knowledge Management

  • Lead, develop and maintain a suitable network in the urban planning and development sector to keep abreast of the latest developments and issues.
  • Substantially contribute to activities for advocacy, dissemination and knowledge building in urban development, water supply and sanitation issues.
  • Represent ADB and participate in government and development partner meetings, regional group meetings and conference, as assigned by SERD.
  • Participate in and actively contribute to the development and implementation of activities by ADB’s Urban and Water Sector groups.

d. Staff Supervision

  • Provide leadership and supervise the performance of reporting staff, providing clear direction and regular monitoring and feedback on performance.
  • Mentor to develop capabilities/potential of reporting staff over multi-disciplinary teams.
  • Plan and ensure the on-going learning and development of reporting staff.

Education Requirements

  • Master’s degree or equivalent in urban and regional planning, economics, engineering or other related specialized fields. University degree in urban and regional planning, economics, engineering or other related fields, combined with specialized experience in similar organization/s, may be considered in lieu of a Master’s degree

Relevant Experience

Work experience

  • At least 10 years’ relevant experience within the urban development and urban environmental improvement at senior levels.
  • Experience in applying expertise in an international setting within the infrastructure sector.
  • International experience working in development in several countries. The candidate should be willing to be outposted to a resident mission, as needed.

Technical knowledge

  • Demonstrated expertise in urban planning and development and urban governance including sector and thematic work.
  • Credible expert with recognized ability to lead projects and to share relevant knowledge to benefit the broader ADB community, in a way which may further enhance ADB’s ability to:
    • Recommend effective solutions to address DMCs’ specific economic, sector or thematic needs, based on wide range of experience and proven best practices;
    • Successfully structure and implement loan and technical assistance projects in a more cost-effective manner;
    • Manage risks more effectively by understanding DMCs, their environment (including the political, social and technical aspects), development priorities and economic / sector / thematic issues.
  • Knowledge of and demonstrated application (in processing and/or implementation) of project and non-project based lending modalities or PPPs would be a plus.
  • Experience in priority and/or catalytic areas under ADB’s Urban Operational Plan and the Urban Sector Group Work Plan (such as climate change resilience; competitiveness, economic corridors and cluster development; heritage and urban regeneration; governance and ICT) will be of additional value.
