Objective and Purpose of the Assignment
The assignment will support the identification and preparation of investments and other measures
required to improve water supply and sanitation services in Southeast Asian developing member countries
(Cambodia, Indonesia, Lao PDR, Myanmar, Philippines, Viet Nam, Timor Leste). It will also support
clients in procurement processes as may be required.
Scope of Work
The International Water Supply and Sanitation Specialist will assess the technical aspects of water
supply and sanitation system and will provide relevant advice and guidance on improving these systems.
He/she is expected to provide support across projects in Southeast Asia DMCs, with specific projects to
be confirmed during contract implementation. The dates and places of assignment indicated in this ToR
are as such, indicative and will be finalized during contract implementation.
Detailed Tasks and/or Expected Output
The consultant will undertake the following tasks:
(i) undertake a detailed technical assessment of existing water supply and sanitation services and
potential to improve operational capacity of identified institutions/utilities based on existing
information from these utilities and other available resources
(ii) augment available information and if deemed required, the consultant will conduct site visits to be
able to obtain the required information on the technical challenges and opportunities for improvement of
water supply and sanitation services;
(iii) provide technical inputs and ensure consistency in the preparation of sector roadmaps, investment
plans, master plans, development strategies, feasibility studies and detailed engineering designs;
(iv) ensure consistency in technical outputs
(v) provide strategic advice on other policy, regulatory, institutional, operational, and financial
issues
(vi) assist in technical bid evaluations for ;water supply and sanitation services
(vii) prepare reports presenting the outcomes of assessment, recommendations, and conclusions, as may be
required by ADB; and
(viii) join missions, field visits, stakeholder consultation meetings, as necessary
Minimum Qualification Requirements
The Consultant should have minimum qualification first degree in environmental management, science or
engineering and at a master’s degree in environmental engineering or related disciplines. At least 10
years’ work experience in the field of environmental engineering and proven skills to develop
engineering design options in relation to wastewater treatment and water supply.
