Field of activity

Since the beginning of the Syrian crisis about 215,000 refugees have fled to Iraq. The situation in the  Dohuk Governorate is particularly critical because this region with a total population of one million people has to cope with an additional refugee and IDP (Internally Displaced People) number of over 650,000. Despite significant international support the Kurdish Regional Government is overwhelmed and cannot provide the level of services required. Several programs are supported through the German development cooperation. All of them aim at the improvement of living conditions for refugees, IDPs and at stabilizing the situation in host communities. Another important objective is to improve water supply and sanitation in selected refugee camps and host communities in the Dohuk Governorate. This includes improvement of infrastructure for water supply and wastewater management as well as capacity development related to the institutional development, management and operation of facilities and hygiene awareness. Measures are implemented jointly with international aid organizations such as UNICEF, UNHCR and NGOs. It should be noticed that this project is part of the German funded transitional aid package related to the refugee crisis which ranks very high in the political agenda. Therefore successful implementation shall be considered as a particular challenge which will be rewarded by high level attention.

Your tasks

  • Advising and supporting national personnel in the work of sector development by following key sector strategies
  • Advising governmental partners on developing of regulatory instruments for operation of water and sanitation
  • Quality control and detailed planning including monitoring of the projects activities, outputs and impact
  • Coordinating activities within the project and with other GIZ projects, the Headquarter, partners and international organisations
  • Preparing and supporting implementation of Human Capacity Development (HCD) measures
  • Preparing missions and accompanying missions, workshops and events
  • Advising BRHA and major governmental WASH partners to apply Transparency & MELA (Monitoring + Evaluation + Learning + Anticorruption)
  • Support to the project in finance and administration such as preparation of Terms of References, contracts, procurement and reporting

Your profile

  • Academic degree in a relevant field such as water and wastewater engineering, economics, social sciences
  • Many years of professional experience in the water sector
  • Good knowledge of M&E (Monitoring and Evaluation) as well as strategic planning
  • Advisory experience in transitional assistance within the German or international development corporation in fragile environments
  • Very good communication skills, political sensitivity and consultancy skills
  • Self-driven and eager in solving challenges and using opportunities with pro-active attitude
  • Fluency in English and German
  • Knowledge of the GIZ procedures and standards, as an advantage
