Organizational Context

The Middle East and North Africa (MENA) Region is based in Beirut and organized through regional reorientations covering 17 National Societies (Algeria, Bahrain, Egypt, Iran, Iraq, Jordan, Kuwait, Lebanon, Libya, Morocco, Palestine, Qatar, Saudi Arabia, Syria, Tunisia, United Arab Emirates, Yemen) as well as country and cluster representations in Iraq, Iran, Jordan, Lebanon, Palestine, Syria, Tunisia (North Africa, Libya) and Yemen. The Middle East and North Africa (MENA) region is affected by some of the protracted and complex humanitarian emergencies in the world, primarily the result of armed conflict and other protracted violence. The long occupation of Palestine and the conflicts in Iraq, Libya, Syria and Yemen have in recent years led to large-scale humanitarian crises and remain a major determining factor in the ability of communities to take active steps towards strengthening their resilience. The position of MENA Health and WASH Program Assistant is based in Beirut (Lebanon), with occasional travels to other countries in MENA as required.

Job Purpose

The Health and WASH Program Assistant will work within IFRC Health & Care unit supporting both Health and WASH Teams and also support National Societies in the MENA region in ensuring accountability and quality assurance based on global health and WASH humanitarian standards and in line with Health and Care Global and Regional strategic direction and National Society Capacity Development to reach the most vulnerable. The Health and WASH Program Assistant will be working closely with the Emergency Health Coordinator (50%) and the Wash Advisor (50 %), under the umbrella of Head of the Regional Health and Care Unit and as an integral part of the Regional offices’ structure, the Health and WASH Program Assistant will work in close collaboration with the both Health and WASH teams including the Community health and MHPSS focal points and Regional WASH Program Officer in MENA Health & WASH Teams to ensure all quality operations and programs are delivered effectively and efficiently.

Job Duties and Responsibilities

• Provide support to the MENA Health & WASH Teams on program plans, technical workshops and training plans and implementations, and the gathering of new ideas for service delivery and knowledge sharing. • Assist the National Societies and the Federation in the collection of information and relevant health data and WASH data. • Support the Health and WASH Team in developing the MENA Health and WASH Database of National Societies’ health care & WASH services and capacities, as well as their countries’ national health and WASH profiles. • Participate actively in a comprehensive analysis of the public health and WASH needs in the region including assessment, mapping of key actors and available opportunities of funding with cooperation with key stakeholders and NSs. • Act as the focal person in the Health and Care unit in terms of the regular reporting tasks (weekly, monthly, quarterly, annually, meeting minutes, etc.. ) gathering key inputs from all the Health and WASH Team members to do so. • Keeping the internal and inter-department communication smooth, with support of Team members. • Establishing and ensuring effective working relationships with other personnel, including all other RC/RC Movement staff as necessary • Assist in the logistic and technical preparations related to Health and WASH operations and programs with a focus on Arranging meetings and workshops • Assist the WASH and Health and Care team in their daily tasks of technical support to National Societies participating in the events organized by the H&C unit. • Support the WASH and Health and Care team in developing further ‘One WASH’ activities and follow-ups, such as Maintain key files and data on ‘One WASH’, Maintain links and assist in coordination related to ‘One WASH’ partners both internal and external including the preparation of key documents, publications, and marketing information on ‘One WASH’ for MENA. • Promote a healthy lifestyle and environmental safety within the MENA regional office. • Support regular monitoring and evaluation of health and Wash programs lead by the MENA health and Care Unit as required. • Ensure a close working relationship with the Regional health & WASH team Ensure effective working relationships with the National Society’s technical counterparts and leadership as required with the support of the MENA head of the health and care Unit.

Education

Masters’ degree in Public Health or graduate studies in engineering or social sciences field another relevant discipline – Preferred Academic degree or certificate in Public Health or Engineering and other relevant disciplines – Required IMPACT / Delegate’s Basic Training Course or equivalent knowledge – Preferred Mandatory IFRC e-learning courses i.e, Stay Safe, The World Red Cross and Red Crescent – Required %MCEPASTEBIN%

Experience

Good understanding of the common global humanitarian environment, minimum analytical skills and capacity to translate analysis into strategy planning – Required Red Cross Red Crescent movement experience desirable – Required Basic experience in qualitative and quantitative research, monitoring and evaluation and project cycle – Required Experience of financial, event and logistic management to ensure compliance – Preferred

Knowledge, skills and languages

Technical competency in Health or WASH programming issues – Preferred Excellent oral and written communication skills in English, French and Arabic – Required Proven representation and advocacy skills – Preferred Good in data management and analysis, including data collection tools design, database design and management, data quality checks – Preferred Good interpersonal skills with the ability to communicate and negotiate clearly and effectively at all levels, taking into account cultural and language difficulties – Required Knowledge and understanding of RCRC principles and values and other principles of humanitarian work – Required
