JOB PURPOSEŞ: The WASH Project manager will manage WASH activities off camps in his/her designated area.

He/She will insure projects follow up and technical support to the field team.

1. Project Planning & Project Implementation Follow-up.

1.1. Need assessment and Project Design.

  • · Ensure ongoing needs and situation analysis are identified, prioritize and updated using ACTED internal tools.
  • · Setting up projects consistent with the ACTED Strategy, Wash Cluster guidelines, and other key international documents (SPHERE Standards and WHO, etc.)
  • · Contribute to the design and development of new proposals.
  • · Develop all the required technical documents for proper project design and implementation (specifications, BOQs, Manuals, tools, etc.).

1.2. Implementation Management.

  • · Oversee and manage the implementation of the project and ensure the work is carried out against agreed quality standards.
  • · Ensure the project stays within assigned schedule and cost targets in collaboration with the Off-camp WASH & Shelter PM.
  • · Conduct regular project coordination meetings with the project team. and coordination meetings with other relevant departments (AME, Logistics, etc.) d. Provide technical support to the WASH engineers in supervising the construction work.
  • · Ensure proper documentation for all stages of the project following ACTED’s internal guidelines.
  • · Anticipate and mitigate risks and trouble-shoot any unforeseen challenges during the project implementation.

2. Administration and Operational Management of Project Implementation.

2.1. Finance.

  • · Ensure that all estimated costs submitted from the WASH departments are accurate.
  • · Ensure the tracking the financial aspect for the implemented activates.
  • · Review the invoices submitted by the contractors and ensure that it match the implemented quantity.
  • · Raise and submit payment requests to logs/finance departments.

2.2. Logistics

  • a. Follow up on developing all Project OF / BoQs and ToRs.
  • · b. Send accurate and precise order forms in a timely manner.
  • · c. Contribute to quality checks and procurement committees to finalize suppliers’ selection according to the applicable scenario.
  • · d. Confirm quality of material selection when applicable.
  • · e. Ensure a proper management and use of the project assets and stocks.
  • · f. Plan team movements based on available fleet and applicable policies.

2.3. Administration/HR

  • · Participate in the recruitment of relevant technical staff.
  • · Ensure that project field staff understand and are able to perform their roles and responsibilities.
  • · Manage and support WASH team in day to day activities.
  • · Ensure positive working environment.
  • · Undertake regular appraisals of staff and follow career management. f. Ensure capacity building among staff in relevant sectors.

2.4. Transparency

  • · Ensure project records and documents (FLAT files, beneficiary list, donation certificates, attendance sheets etc) are adequately prepared, compiled and filed according to ACTED procedures.
  • · Ensure staff aware and respect ACTED’s code of conduct and FLATS procedures.

  • External Relations

  • · Support, facilitate or undertake communication and liaison activities to actively consult and involve beneficiaries, key informants, actors, partners and stakeholders in all stages of project design and implementation.

  • · Cultivate good relations with key humanitarian actors – local and international, including government authorities and non-state actors,

  • · c. Ensure that at all times contact with beneficiaries is conducted in a sensitive and respectful manner.

  • Reporting

  • · Provide regular and timely updates on progress and challenges to supervisors and other team members.

  • · Draft (internal) narrative reports and contribute to the development of financial reports through regular budgetary follow up.

  • · Contribute to drafting of (external) project progress reports, ensuring the quality and accuracy of technical information provided.

Expected skills and qualifications

  • • University degree in a relevant field, (Civil, electrical, mechanical engineering).
  • • Extensive project management experience.
  • • Minimum of 5 years’ experience in the field of WASH rehabilitation projects.
  • • Demonstrable experience in working on water infrastructure project including water points, water networks, pumping systems, tank installations, sewage system, and plumbing.
  • • Experience in working on solar pumping systems is preferred.
  • • Proven capabilities in leadership and management required.
