The Broward County Board of County Commissioners is seeking qualified candidates for the position of Environmental Program Supervisor for the Water Assessment Program within the Environmental Planning and Community Resilience Division. The successful candidate will be responsible for coordinating water resources assessments focused on current and future conditions and the development and application of technical tools and advanced hydrologic models to support the evaluation of traditional and climate change driven challenges relating to water supply, storm water management, natural systems needs, and flood protection.
Manages the licensing section to provide environmental licensing compliance.
Works independently, under limited supervision, reporting major activities through periodic meetings.
Minimum Education and Experience Requirements
Requires a Bachelor's degree from an accredited college or university with major coursework in environmental sciences, chemistry, geology, hydrology, biology, ecology, limnology, engineering or closely related field.
Requires four (4) years in environmental management and/or licensing, or natural resource protection or closely related experience including two (2) years of lead work/supervisory experience.

Ph.D. in relevant field
2+ years of Advanced Surface Groundwater Monitoring
2+ years of relevant Project Management experience
2+ years of Data down-scaling (Dynamical/Statistical)

- DUTIES AND RESPONSIBILITIES
The functions listed below are those that represent the majority of the time spent working in this class. Management may assign additional functions related to the type of work of the job as necessary.
This is an advanced/senior level technical and managerial position responsible for coordinating the implementation of the Water Assessment Program in Broward County. This position is also responsible for developing advanced numerical simulation, modeling of water and groundwater systems and saltwater intrusion, and water resources monitoring, directly or through management of technical contracts/consultants. In addition, the Environmental Program Supervisor provides tracking, compiling and reporting information about water resources planning and management, and trends, and producing technical reports to document relevant findings and assumptions. The successful candidate will have extensive experience in modeling using DHI MIKE SHE/MIKE Hydro River and USGS MODFLOW software, advanced GIS analysis using ESRI ArcGIS, water quality simulation, and analyzing and describing the effects of regulations, policies, and planning alternatives on Broward County water resources. Experience with aquifer recharge, saltwater intrusion, well field protection, flood protection, storm water management, alternative water supplies is desirable. Candidates demonstrating advanced knowledge of theory of surface water and groundwater flows, principles of hydrogeology, hydraulics and hydrology, numerical simulations, and python coding are preferred. The position also requires excellent communication skills, both orally and in writing, experience with PowerPoint, and strong presentation skills. Candidates should be highly motivated and creative, enjoy working as a team, and have superior organizational skills. Responsibilities include contracts and grants management, budgeting and invoicing, and extensive reporting and data management. Manager is responsible for staff supervision, ensuring data quality and control, and fulfillment of annual contract deliverables. Work is reviewed through regular meetings, reports and assignments.
DUTIES AND RESPONSIBILITIES
Coordinates and monitors the Water Resources Assessment program. Develops policies, procedures, guidelines and priorities to meet established goals related to the Water Resources Assessment Program. Manages projects and directs through subordinates the planning, scheduling and coordination of program activities.
Performs county-wide water resources monitoring and modeling of current and future conditions, performs site specific studies, analyzes complex data sets, and makes recommendations in support of integrated water resources planning and the county's climate resilience efforts, with a focus on sustainable resource management and adaptation planning.
Ensures inspection, licensing, complaint, discharge follow-up and enforcement activities are maintained and routinely completed in accordance with guidelines, databases, and expectations.
Pursues recommendations of master plans, GIS studies, water and environmental studies, and other planning efforts in the continuous advancement of the Water Resources Assessment Program.
Conducts studies and oversees consultant activities as it relates to ground and surface water evaluations, environmental assessments, groundwater monitoring, and hazardous materials, as applicable.
Develops, improves, and applies hydrologic and hydraulic models and tools to support robust regional assessments and planning; designs investigative scenarios to explore and resolve regional or local hydrologic questions.
Develops and applies methods to process and analyze large data sets to enhance hydraulic and hydrologic models, including data down-scaling, data mining and retrieval, and statistical and mathematical analyses to identify trends, solve analytical problems and optimize performance.
Manages the section's daily operations; supervises subordinate staff including job assignments, personnel issues, training, and customer services, as needed; prepares Leadership Performance Reviews for subordinates and reviews/signs-off on their subordinates' evaluations.
Provides divisional IT (information technology) support; participates in technical design; analyzes business processes and designs, develops, and implements improvements or changes for the division; oversees testing or change control.
Visualizes information using a range of tools and techniques and software tools (e.g., GIS, Tableau, matplotlib, etc), develops scripts and algorithms and conducts comparative analyses to explore complex problems and communicate results.
Prepares a variety of reports for annual budget preparation; acts as an administrative lead; schedules meetings, sends appointments, prepares agendas, prepares presentations, sets up room and attends meetings, prepares meeting notes and has notes posted to the website.
Participates in Section, Division and County Manager meetings, with the various units and teams, as needed; represents Broward County at state teleconferences, conferences and meetings.
Assists County owned/operated facilities with licensing and compliance issues, as directed; performs various administrative tasks: acts as Division's security point of contact, inventories printer supplies, tracks development software licenses.
Performs related work as assigned.
