The research will extend and help real world implementation of a reform proposal for public water abstraction charges based on the ecosystem impacts of different uses, as required by the principles of environmental cost recovery of the EU Water Framework Directive. The main component of the research consists in the refinement of the theoretical model and the empirical quantification of unit charges for agricultural, industrial and commercial uses. The study will make use of the techniques for environmental valuation most appropriate to the context (benefit transfer, restoration costs, defensive expenditures, production functions, stated preferences), and will employ methods for the economic analysis of affordability and distributive impacts on different economic sectors.
