Duties and Responsibilities
The United Nations Human Settlements Programme, UN-Habitat, is the United Nations agency for Human Settlements. It is mandated by the UN General Assembly to promote socially and environmentally sustainable towns and cities with the goal of providing adequate shelter for all. As the United Nations focal point on human settlements, UN-Habitat will lead advocacy efforts to raise awareness of sustainable urbanization issues; provide evidence-based policy advice; build capacities; develop tools, norms and standards based on best practices; work on demonstration projects and aid national Governments, local authorities and other public institutions responsible for urban issues.
Under a grant from the European Union and with additional support from the Somaliland Development Fund, UN-Habitat has been implementing a USD 25 million project to rehabilitate and upgrade the principal water supply for Hargeisa, the capital of Somaliland. The project is of national importance and is the single largest infrastructure grant from the EU to assist the Somaliland authorities with its key development priorities of water supply rehabilitation and expansion
Under the supervision of the OIC for the UN-HABITAT Somalia Programme, the Senior Consultant for Water Supply Development and Service Delivery will undertake the following tasks:
¿ Monitor HUWSUP project and all its components, and ensure the timely delivery of all remaining project inputs and outputs;
¿ Oversee the electromechanical project component during planning, review, manufacturing, inspection and installation stages; Assist UN-Habitat and UNON in technical development, planning, evaluation and follow-up of related procurement processes;
¿ Oversee ongoing MoU with HWA for pipeline completion and testing, and related flood protection and erosion control works; assist HWA with development of contracts for construction and consultancy services; procurement of materials and related services.
¿ Provide technical guidance and support to the field-based team of technical and administrative staff, as well technical inputs at Nairobi level;
¿ Liaise with HWA and Government counterparts, align project activities with related urban water interventions by other agencies, donors, international and local actors.
¿ Organize and facilitate Steering Committee meetings with HUWSUP donors and counterparts.
¿ Provide recommendations and strategic inputs to the Project as required; implement project scope and any agreed upon changes, after due consultation with the donors, local counterparts (through the Project Steering Committee), UN-Habitat management and technical staff, and supervising consultants.
¿ Liaise with UNON Procurement Section, UN-Habitat Office of Management and Somalia Programme PMO for required assistance and processing of contracts, agreements and other legal documents.
¿ Provide technical inputs to and follow up on procurement process under the project; Review expressions of interest, calls for proposals, tender dossiers and draft contracts, prepare requests for contract amendments and assist in processing these in direct collaboration with UNON Procurement Section.
¿ Prepare TORs and guide process for recruitment of international consultants and national staff; assist and advise consultants recruited for the project on administrative and technical issues,
¿ Technical Support Hargeisa Water Agency in coordination efforts with main actors in the broader Hargeisa Water Supply intervention, including EU, World Bank, SDF, KfW/GIZ, etc.
¿ Liaise with donors and local Government counterparts on the planned activities, progress and follow-up of the project.
¿ Inspect completed work components, assist in preparation of certifications for completed works and services, and submit for further approval.
¿ Submit construction and supply contracts and service agreements; review outputs and provide recommendations on payments of contractors and service providers.
¿ Submit HUWSUP narrative and financial reports as per Project requirements; review and consolidate reporting inputs by contractors, and ensure timely submission to the donor.
Qualifications/special skills
Academic Qualifications: advanced degree in water engineering, water resources management, hydrogeology, physical geography, urban planning, project management or related relevant field is required
Experience: At least twelve years of experience in a senior position in project management, coordination and implementation of construction or water management or infrastructure projects is required
Familiarity with application of United Nations Rules for Contracts and Procurement, Project Management, Budget Preparation and Monitoring, Financial and Progress Reporting Formats for U.N. Agencies and Donor Organizations; is and added advantage
Language: fluency in both written and oral English is required
