International Water Allocation Specialist

Objective and Purpose of the Assignment

The objective of the consulting services to be recruited through the TA  is to help the PID enhance its 
capacity for transforming its service delivery from a traditional irrigation water deliverer to a WRD 
that holistically manage water resources and for the PID to respond to the Punjab Water Policy approved 
by Provincial Cabinet and Punjab Water Act, 2019 likely to be approved by Provincial Assembly.

Scope of Work

- QA of water allocation/re-allocation policy in consultation with international legal consultant
- Provide support to PID for implementation of water policy
- Facilitate PID for implementation of water governance framework

Detailed Tasks and/or Expected Output

• Review the existing water management system of Punjab and suggest measures for efficient & effective 
water resources management in view of new licensing regime
• Foresee the future water demands and estimates and suggest appropriate mechanism to meet the demands 
after various scenario analysis  
• Devise water allocation/re allocation policy, water distribution and water use policy for various sub 
sectors in Punjab
• Work with legal and institutional experts and other relevant stakeholders and provide inputs and 
facilitation for implementation of the Water Act
• Suggest capacity building program for the newly created water resource management institutions and 
their staff to accomplish the mandate of Water Act
• Any other task agreed by the Executive Agency (EA)

Minimum Qualification Requirements

The Water Governance Specialist must have a graduate degree in Law/civil engineering/ water management. 
A post graduate degree in the said disciplines would be preferred. S/he must have 15 years or more 
international professional work experience, including a minimum of 10 years international experience in 
planning, designing and/or implementing similar projects. S/he must have experience in policy 
formulation or developing water governance framework. Experience in Asia, especially in similar geo 
graphic conditions as of Pakistan will be given preference.
