International Standards & Specifications (Water & Sewerage) Specialist

The objective of the consulting services to be recruited through the TA  is to help the PID enhance its 
capacity for transforming its service delivery from a traditional irrigation water deliverer to a WRD 
that holistically manage water resources and for the PID to respond to the Punjab Water Policy approved 
by Provincial Cabinet and Punjab Water Act, 2019 likely to be approved by Provincial Assembly.

- Oversee and QA of the quality and robustness of Standards & Specifications for water supply and 
sewerage services developed by national consultant
- Provide details of relevant standards and specification in EU, UK, Australia and Turkey
- QA of Capacity building and training plan for staff responsible for implementation of standards and 
specifications under Water Act

(Water Supply) 
• Determination / recommendation of per person water supply standard (GPCD or LPCD) keeping in view; 
socio economic conditions & affordability, weather conditions / temperature of the area, type of source 
– ground / surface / spring / pond, source of water – quantity, source of water how far away, source of 
water – quality, treatment of water required.
• Determination / recommendation of per person water supply standard (GPCD or LPCD) for commercial & 
industrial use keeping in view; type of industry or commercial activity, type of source – ground / 
surface / spring / pond, source of water – quantity, source of water how far away, source of water – 
quality.
• Preparation & recommendations of specifications for type of pipes for water supply feeder mains / 
rising mains / transmission mains including pressure, velocity.
• Preparation & recommendations of specifications for type of pipes & fittings for water supply 
distribution system and service pipes for house / consumer’s connection.
• Set type & specifications of water filtration plants on the basis quality of water and distance (when 
no better quality of water is available nearby).
• Standards for bulk water treatment / surface water treatment slow sand & rapid sand on the basis of 
quantity required and affordability of the people of area.
• Develop standards for drinking water of a water supply system comparing national and international 
standards for implementation under water act.
• Suggest types of water meters for different type of areas as per financial conditions and 
affordability of people of the area.
• Standards and specifications of various pumping stations.
• Standards for rainwater harvesting for houses, plazas, public buildings and industries.
• Standards and specifications for fire services.
• Preparation of customer charter for water undertakers and consumers. 
• Support national/international legal consultant in identification of standards and specifications for 
regulations
(Sewerage & Drainage)
• Determination / recommendation of per person production of wastewater (GPCD or LPCD) keeping in view: %
age of water supply, weather conditions / temperature of the area.
• Determination / recommendation of per person production of wastewater standard (GPCD or LPCD) for 
commercial & industrial use keeping in view: type of industry or commercial activity, weather conditions.
• Preparation & recommendations for parameters of wastewater being disposed into sewerage & drainage 
system of and sewerage undertaker. 
• Parameters of industrial wastewater after treatment to be disposed into sewerage & drainage system – 
pretreatment of industrial effluent.
• Preparation & recommendations specifications for type of pipes for sewerage force mains including 
pressure, velocity.
• Preparation & recommendations specifications for type of sewer pipes & manholes, vent pipes in the 
sewerage system.
• Septic tanks for all houses individual and combined.
• Pumping stations for sewerage & drainage system.
• Type & specifications of wastewater treatment plants on the basis capex, opex and affordability of 
people of the area.
• Standards for wastewater treatment comparing national and international standards.
• Preparation of customer charter for sewerage undertakers and consumers.
• Support national/International legal consultant in identification of standards and specifications for 
regulations
• Any other task jointly agreed by the Executing Agency (EA) and the Consultant Firm to be undertaken 
during the assignment by the Executing Agency (EA) and the Consultant.
