The consultant will contribute to GWOPA’s normative knowledge management objectives under its various programs/projects. Programs/projects include but are not limited to, the Boosting Effectiveness in Water Operators’ Partnerships (BEWOP) initiatives, the EU-WOP program, and the OFID Sustainable Improvements Program. Products developed during this consultancy will aid in the achievement of two GWOPA Strategic Outcome Areas:

1. Enable WOPs – WOPs are well known, supported, adopted and adequately funded
2. Guide with Knowledge – WOP actors make use of the knowledge products and services produced or co-produced by GWOPA

Duties and Responsibilities

BACKGROUND

The United Nations Human Settlements Programme (UN-Habitat) is the agency for human settlements mandated by the UN General Assembly to promote socially and environmentally sustainable towns and cities. Together with governments, the agency is responsible for promoting and consolidating collaboration with all partners, including local authorities, private and non-governmental organizations in the implementation of the Sustainable Development Goals (SDGs).

The Global Water Operators’ Partnerships Alliance (GWOPA) helps water and sanitation operators help one another. Led by UN-Habitat, it is an international network created in 2009 to support operators through Water Operator’s Partnerships (WOPs) – not-for-profit peer support partnerships between water and sanitation operators aimed at enhancing their capacity and performance to provide a better service to more people in support of the SDGs.

The GWOPA Secretariat translates GWOPA’s mandate into strategies and programs. It implements, through collaboration with a range of partners, annual alliance work plans which include support for regional WOP platforms, WOPs direct brokering and funding, financial guidance and support, development and management of WOPs knowledge, branding, alliance and partnership building, as well as advocacy and communication activities. The GWOPA Secretariat is currently hosted by the Government of Germany.

Responsibilities

Under the direct supervision of the Officer-in-Charge, the candidate will provide substantive professional input to the Programme and will undertake the following tasks:

· Task 1: Review of knowledge products

o Copy edit and proofread knowledge products developed under BEWOP (Boosting Effectiveness in Water Operators’ Partnerships) initiatives and the OPEC Fund for international Development Sustainable Improvements Programme (OFID SIP): e.g. briefs, case studies, WOP guidance material, advocacy pieces

· Task 2: Preparation of European Union WOP (EU WOP) call documents and training material

o Contribute to the development of call documents, templates, instructions, evaluation matrices, and promotional material

o Contribute to the coordination and development of communication elements for informing applicants about the opportunity provided through the EU WOP call and assistance for communities in initiating preparations

o Develop and package components of introductory training packages

o Develop any other necessary supportive documentation for the call, upon request

· Task 3: Contribute to the drafting of Knowledge products

o Develop and finalize BEWOP 3 thematic advocacy papers

o Contribute to the conceptualization and development of WOP thematic issue papers and the GWOPA 2020 flagship publication.

o Develop concept notes/ documents/presentations to support knowledge events

o Contribute to the development of best practice short papers

Qualifications/special skills

Academic Qualifications: An advanced university degree (Master’s degree) is required, in Public Policy, Urban or Regional Planning, Architecture, Engineering, Economics, or similar fields deemed relevant to the subject areas covered by the GWOPA Terms of Reference.
Experience: · A minimum of 5 (5) years of experience working are required, in or with network/learning/partnership organizations; government, local authorities, utilities, participatory processes; infrastructure, policy development, municipal finance; sustainability or similar.

· Experience with the United Nations or with Water Operators Partnerships is an asset.

· Proven strong writing skills and analytical capacities are required.
Language: English and French are the working languages of the United Nations Secretariat. For this post, fluency in written and oral English is required. Working knowledge of other UN official languages is desirable.
