This role is at the heart of our new Performance and Outcomes cluster, which aims to implement Ofwat’s new strategy ‘time to act, together’. The cluster will deliver the best outcomes for customers, society and the environment by driving improvements in company performance informed by intelligent monitoring, and developing and implementing regulatory policy through a variety of tools and relationships.
This role will lead the Governance, environment and public value work stream. This is a wide ranging role where you will be responsible for encouraging and incentivising companies to work in the long-term interest of society and the environment.
This role will be responsible for:
• Work on strengthening the board leadership, transparency and governance of regulated water companies in line with Ofwat’s published principles so that we can be sure that they are meeting the highest standards of behaviour reflecting their unique position as the monopoly providers of an essential service to the public. This will involve cross-sector work as well as company deep dives and monitoring to assess their performance. You will also be engaging directly with Non-Executive Directors (NEDs) of water companies, taking part in pre-appointment meetings for all new NEDs and developing Ofwat’s engagement with Boards.
• Developing the concept of Public value as it applies to the water sector and assessing ways to promote and incentivise this approach amongst companies. With their clear geographical and environmental footprint, water companies are ideally placed to provide wider benefits to society in carrying out their core functions. Examples of creating public value could include using nature based solutions rather than hard infrastructure in water and wastewater treatment processes, or deciding to locate training facilities in deprived communities to stimulate local economic development.
• Developing Ofwat’s role in protecting the environment. The environment is an integral part of everything we do. You will lead our programme of environmental work, alongside other regulators and UK and Welsh Governments. This will include ensuring future environmental investment programmes and plans for the water sector bring forward the greatest strategic benefits and exploring how we can best use natural capital accounting methods to evaluate companies’ activities.
For this role you will be a thought leader in public and regulatory policy with a strong delivery focus and ability to drive tangible progress in areas where thinking is still evolving. You will be able to manage a wide portfolio of activities leading a diverse team of specialists and generalists with high degree of autonomy. You will have a strong understanding of how to promote good governance and assess impact as well as having a good knowledge of environmental policy thinking. You will need strong communication skills, a proven ability to engage with stakeholders in the public and private sectors and ability to work collaboratively across organisational boundaries.
Educated to degree level or equivalent in relevant area.
Strong policy development skills and track record of thought leadership in regulatory/infrastructure space.
Ability to manage a complex portfolio of work with a high degree of autonomy and deliver an ambitious agenda.
Proven leadership and team management as well as an ability to work collaboratively across organisational boundaries.
Strong stakeholder management experience and communication skills.
Ability to identify opportunities and take the initiative to deliver Ofwat’s strategic objectives, leveraging analytic skills and resources inside and outside the organisation.
Experience of working in a regulated sector, either for a regulator, regulated company or policy making
Project management and leadership.
Public and regulatory policy
On appointment the post holder will be entitled to 25 days annual leave plus 10½ days’ public and privilege holidays a year. Annual leave entitlement will be increased by one day for each year of continuous employment with Ofwat, up to a maximum leave allowance of 30 days.
