Job Duties and Responsibilities
- Identify current and emerging risk factors, their underlying causes and actions that could help reduce the impacts of future hazards.
- Assess existing data and plans and liaise with humanitarian, development and climate partners (both within the Movement and external) to confirm DRR and climate action priorities and identify any gaps in the planned interventions to guide operational decision-making and planning.
- Ensure DRR and climate action elements are part of the programmes and emergency / recovery assessment.
- Support the Appeal and Plan of Action revision processes ensuring DRR and climate action are appropriately addressed, including being mainstreamed into sectoral interventions, and ensuring that 10% of the appeal budget is set aside for DRR, as requested by the 2011 IFRC General Assembly decision.
- In coordination with DRM Coordinator and programmatic focal points, identify the opportunities and challenges to support communities to build community resilience, including building back better during the recovery, rehabilitation and reconstruction phases.
- Prepare guidelines related to the management of DRR & Climate Action in sectorial local branches
- Elaborate capacity development plan and facilitate training sessions to introduce the climate change topic
- Coordinate the implementation of the Disaster Risk Reduction and Climate Change activities DRR & CC, working closely with the National Societies to ensure that the objectives and impact of ARO DRR strategy and
- Encourage National Society and Participating National Societies to use the tools developed in the Americas and the Caribbean region to guide the process of elaborating actions plans and decision-making, in order to improve standards and the quality of their service delivery.
- Propose and prepare a community mobilization plan by engaging local decision makers and civil society organizations to insure their involvement in all phases of DRR planning
- Ensure follow up of the implementation of the Disaster Risk Reduction and Climate Change plan of Action, ensuring integration of gender and social inclusion best practices
- Support the Preparation of the communication and awareness material regarding community mobilization on Disaster Risk Reduction and climate action along with the Communication Department.
- Preparation of concept notes for workshops/missions in close collaboration with multiple stakeholder such as UNDRR; UNDP; OCHA; UNICEF and different stakeholders and Partners at regional level.
- Revision of expert deliverables regarding DRR planning and risk evaluation;
- Reporting of activities of DRR and Climate Action
- Preparation of communication material regarding programme activities and results
- Ensure the link with the climate change, Gender, diversity and Organizational Development within DRR actions
- Stablish the implementation of the Road Map to Community resilience and link DRR resilience to Health & PGI; Migration.
- Support the implementation of the IFRC Framework for Community Resilience, standards, tools at National Society level.
- Support and guide the implementation of IFRC resilience commitments and guidelines, such as the Framework for Community Resilience.
- Support the Implementation of the Disaster Risk Reduction and Climate change Strategies in Americas Region
- Support the development of a long-term program way forward based on the Disaster Risk management experience and Plan of action.
- Disseminate and Promote the Roadmap to community resilience& climate action framework within the National Societies plan of action, as well as the global mandates on DRR & Climate Change
- Support effective coordination, collaboration and networking within IFRC and the Movement system on all technical issues related to Disaster Risk Reduction and community resilience, including Climate Change.
- Support coordination with other relevant humanitarian, development and climate partners on the assessment, planning and implementation of DRR and climate action.
- Identify and pursue opportunities for cooperation and partnerships for DRR and climate action with non-RCRC partners, drawing upon existing NS and Federations partnerships.
- Support development of project proposals for Disaster Risk Management and Climate Action toward to increase the Resilience of communities. and establish appropriate planning, monitoring and reporting procedures.
- In collaboration with the Federation Communications and PMER teams, produce regular, accurate and timely reports for the Federation and donors as well as documenting inspirational practices, case studies, lessons learned and web stories.
- Undertake any other task as required by the Head of Disaster and Crises Unit.
Education
- Advanced university degree (master’s or equivalent) in disaster risk reduction, Environmental, humanitarian or development related field
- Basic Delegated Training Course or IMPACT.
Experience
- 3 -5 years’ experience in a NS, in the RC/RC Movement Experience in designing and implementing DRR and climate programmes Experience with climate financing mechanisms
- Exposure to community mobilization and, social development linked to health and disaster preparedness programs
- Experience in training and use of participatory methodologies
- Experience in conducting and analysing baseline/end line survey and commitment to participatory approaches at all stages of the project cycle Awareness of gender issues and ability to facilitate the development of practical strategies
- Experience of working in an international organization
- Experience of working in both emergencies and developmental context
