In collaboration with the Government of Ethiopia on the One WASH National Programme, UNICEF ensures that the Ethiopian population – especially women, children, adolescent girls and vulnerable groups – equitably access safely managed water supply and sanitation services, end open defecation and adopt appropriate hygiene practices, including menstrual health and hygiene, in households, communities and institutions in rural and urban areas.
UNICEF strengthens the capacity of the WASH sector through evidence-based strategic planning, coordination and implementation of development and emergency interventions. Improving knowledge management through data generation to inform and strengthen service delivery, policies, procedures, monitoring and evaluation is a key focus.
How can you make a difference?
The WASH Specialist is responsible for the development, planning, implementation, monitoring and evaluation of the National Level Sector-wide Approach (SWAp) and provides support to the National WASH Cluster Coordination of Emergency and Resilience programme within the UNICEF country programme.
This role requires skills in the water supply sanitation and hygiene enabling environment with specific skills in wash policy, coordination, financing and monitoring. The role will oversee the ONEWASH development and coordination programmes and have a specific responsibility for representing UNICEF in the ONEWASH pool fund.
• Under supervision of the Chief of WASH (L5), be primarily responsible for the overall management and implementation of WASH policy programme Component: Policy development & strategic Planning for WASH. This includes provision of technical support on policy development and strategic planning issues, as well as all aspects related to the monitoring and evaluation of the DAG, UNDAF, SDG and PARPA targets.
1. Actively engage on Sector-Wide Approach for (SWAp), through provision of technical advice on development and implementation of SWAp related instruments including development of monitoring tools and indicators for measuring sector performance (both financial and programmatic) towards achievements of national targets.
2. Ensure OneWASH programme is embedded in climate resilient strategy, methodology and processes, that WASH sector wide planning and financing includes emergency Preparation, response, contingency financing and surge financing mechanisms and coordination with the WASH cluster. Ensure monitoring and evaluation mechanisms are in place to determine the impact of climate resilient WASH. Ensure lesson learning on climate resilient WASH and that this is reflected in OneWASH sector planning
3. Provide support to the coordination of WASH Cluster for Ethiopia including support to Emergency WASH preparedness and response. Assist government/and other partners in the development of strategies, methodologies and identification of new approaches for improving programme delivery in the emergency and Disaster/Resilience agenda, linked to the OneWASH programme and the nexus between emergency and development, with specific emphasis on fund mobilisation and support to climate resilience programme development and implementation in water insecure areas.
4. Provide assistance on sector coordination related mechanisms to ensure wider engagement of sector partners at all levels in development of harmonised common vision and approaches. Assist on documenting sector best practices and experiences ensuring that lessons learned feeds into policy and strategy development for the sector.
5. Undertakes field visits, and surveys in order to monitor and evaluate project implementation. Identifies problems and proposes remedial action. Identifies alternative courses of action, to accelerate/improve programme delivery.
6. Develops the workplan for the sector and monitors compliance to ensure objectives and targets are met and achieved. Guides and supervises professional and support staff. Ensures their training needs are met, and provides on-the-job training.
To qualify as an advocate for every child you will have…
- An advanced university degree (Master’s or higher) in water and sanitation, public health engineering combined with a relevant bachelors degree
- A minimum of 8 years of relevant professional experience in in water supply, sanitation and hygiene enabling environment with specific skills in wash policy, coordination, financing and monitoring
- Developing country work experience and/or familiarity with emergency is considered an asset.
- Fluency in English is required. Knowledge of another official UN language (Arabic, Chinese, French, Russian or Spanish) or a local language is an asset.
