Roles and Responsibilities:
- Responsible for technical quality of Shelter and WASH CCs in country, in line with NRC programme policy and global strategic priorities.
- Promote integrated programming initiatives (with other CCs) through systematic planning and cooperation in line with NRC Programme Policy.
- Promote and develop Energy activities and initiatives in collaboration with the Regional Shelter and Energy Advisor.
- Take the lead on quality project deliverables to ensure high technical outputs.
- Provide strategic leadership on the development of programming that recognizes the Shelter and WASH winter challenges faced by refugee and host populations.
- Lead the process on proposals, budgets, modifications, project reviews and reporting and ensure high technical quality.
- Support programmatic M&E and indicator tracking in conjunction with project teams and M&E department.
- Develop and lead on conducting needs assessments (in collaboration with program and M&E teams), baseline, mid-and end-evaluations.
- Represent NRC with relevant donors and in humanitarian coordination meetings in country.
- Provide support and input to the recruitment processes for Shelter/WASH staff.
- Accountable for organisational learning from programme implementation, sharing of best practice and capacity building.
- Responsible for mainstreaming Safe and Inclusive (SIP) programing in Shelter and WASH programme design and implementation in line with NRC Protection Policy and guidelines.
What you will bring:
- Minimum 5 years of experience within programme expertise area in a humanitarian/ recovery context (as a Project Manager or Technical Advisor).
- Minimum 2 years of technical construction expertise.
- Higher education degree in a technical construction or related fields. Master’s degree is an advantage.
- Technical knowledge and experience of construction systems and rehabilitation in a humanitarian context
- Previous experience working in urban programming displacement in complex and volatile settings with a solid background in protection and Housing Land and Property rights
- Solid experience with project cycle management (PCM) and in project development; including ability to lead on assessments, design; with good skills in proposal writing/reporting
- Fluency in English, both written and verbal. Romanian, Ukrainian and Russian language skills will be considered as an asset.
- Experience in team capacity building
- Excellent analytical skills and communication skills in writing and speaking
What we will offer:
- Duty Station: Chisinau, Republic of Moldova (also covering Romania)
- Contract Duration: 12 months (with possibility of extension subject to funding availability)
- Travel:25% to NRC operational sites
- Salary: Grade 9 in NRC’s Salary Scale. NRC offers a competitive compensation and benefits package.
