Objective and Purpose of the Assignment

  1. In November 2021, the Asian Development Bank (ADB) approved the provision of a regional knowledge and
    support technical assistance (TA) in an amount not exceeding the equivalent of US$5,000,000 for
    Mainstreaming Water Resilience in Asia and the Pacific. This TA cluster will help build the capacity of
    ADB developing member countries (DMCs) to enhance water security and resilience. It will (i) support
    increased climate resilience in water projects, programs, and policies by facilitating a shift toward
    climate-resilient and low-carbon development; and (ii) help build the capacity of DMC clients to use
    information and communication technology (ICT), digital and remote sensing technologies, and
    innovations.
  2. This TA cluster will be implemented through three subprojects: (i) Subproject 1, Integrating Climate
    Resilience in the Water Sector; (ii) Subproject 2, Improving Water Security and Resilience through
    Digitalization; and (iii) Subproject 3, Digitalization of Water Management for Improved Resilience. It
    intends to provide synergy and interlinked support to water utilities and water management operations
    across the three subprojects.
  3. Subproject 3 will support the achievement of the TA cluster outcome of ‘resilient investments and
    policies in the water sector increased’ by building the capacity of water supply and sanitation service
    providers, water resource managers, and/or other water-related organizations/agencies on integrating
    information and communication technology (ICT), digital and remote sensing tools, and technologies into
    their operations. It will support the TA cluster outputs by (i) providing deep dive and handholding
    support to water supply and sanitation service providers, water resource managers, and/or other water-
    related organizations and agencies, and (ii) facilitating knowledge sharing and knowledge production.
  4. In the Solomon Islands, Subproject 3 will focus on the capacity building of the Ministry of
    Infrastructure Development (the Ministry) and potentially other key agencies in country involved with
    flood monitoring and early warning systems. The capacity building program will be provided by the Korean
    water utility, K-Water, to strengthen the Ministry’s institutional capacity in flood risk assessment and
    flood forecasting and early warning systems for the Greater Honiara Area, particularly along the
    transport/service routes and associated drainage infrastructure. K-Water’s services will be provided in
    a phased approach, following an initial gap identification, diagnostic study, and a needs and readiness
    assessment. This will help the Ministry to manage future flood risks in constructing/rehabilitating the
    roads, bridges, and other urban infrastructure, including their maintenance, and improve community
    resilience through early warning.
  5. ADB is recruiting an In-Country Coordinator for Subproject 3 to coordinate the TA works in Honiara,
    Solomon Islands.

Scope of Work

  1. The services of an In-Country Coordinator are needed to coordinate the TA activities with ADB project
    officers (based outside of the Solomon Islands) and relevant ADB staff in the Solomon Islands, the
    Ministry of Infrastructure Development, other relevant ministries, and K-water.
  2. The In-Country Coordinator will report directly to the ADB cluster TA officer and will also liaise
    with the specific ADB TA or loan project officer for the in-country assignment. The Coordinator will
    provide direct support to the Ministry of Infrastructure Development and coordinate activities and
    outputs with other TA specialists under the instruction and guidance of the ADB cluster TA officer.
    Overall framework and direction will be provided by the ADB.
  3. The Coordinator is expected to perform independently and in close coordination with other TA team
    members including project consultants and take initiatives to inform or consult with the ADB cluster TA
    officer on problem areas and major constraints, and ways forward to achieve the intended objectives of
    the assignment.

Detailed Tasks and/or Expected Output

  1. The In-Country Coordinator will undertake the following tasks:
    • facilitate administrative and logistic requirements for TA activities in Honiara for Subproject 3
    • liaise with and support in-country project team, including consultants, to facilitate project
    implementation and administration
    • Coordinate the collection and collation of on the ground research and data inputs for the deep dive
    report.
    • coordinate the work related to pilot testing
    • support the Ministry of Infrastructure Development to achieve timely completion of project activities
    • monitor the implementation of in-country activities to ensure timely and effective implementation of
    agreed actions
    • prepare monthly project performance reports (progress reports) and a final report capturing among
    others: technical aspects, disbursements, risks and challenges, actions addressing the challenges, and
    lessons learned
    • help organize, contribute to (e.g., preparation of presentation materials), support, and participate
    in any in-country meetings, conferences, seminars, training workshops, and stakeholder consultations
    • attend regular progress meetings with the TA team
    • perform any other requested coordination and logistic duties, as needed

Minimum Qualification Requirements

  1. The In-Country Coordinator must have the following qualifications:

• Bachelor’s degree in engineering (civil preferred) ,project management, environmental management or
related fields,
• relevant experiences in project management and coordination (including but not limited to coordinating
technology-based interventions in irrigation and water resources management and/or related expertise),
events management, and/or other related expertise,
• familiarity with ADB operations and business processes, particularly TA/project administration would
be an advantage,
• sound knowledge of in-country government’s administrative systems and procedures, and able to liaise
and work effectively with government officials within own work location,
• strong conceptual skills and ability to identify issues and appropriate actions at the field office
level,
• experience in working in teams ensuring effective communication (report-writing and communication
skills in English) and coordination and timely delivery of high-quality outputs.
