Objective and Purpose of the Assignment
- The knowledge and support technical assistance (TA) will strengthen the design and implementation of
country- and/or city-wide inclusive sanitation (CWIS) solutions in developing member countries (DMCs) of
the Asian Development Bank (ADB). The TA will provide targeted support to facilitate investments in CWIS
with the aim of increasing access to adequate and inclusive sanitation systems – whether sewered or non-
sewered, centralized or decentralized –where human waste is safely managed along the whole sanitation
service chain. The TA is in line with Sustainable Development Goal (SDG) 6.2 of achieving access to
adequate and equitable sanitation solutions with special attention to the needs of women and girls and
those in vulnerable situations. - To achieve the SDG 6.2 targets, it is necessary to adopt new approaches and to apply alternative
sanitation concepts. The CWIS concept aims to provide equitable and inclusive sanitation services that
address the realities found in developing countries. CWIS implies the following principles: (i)
everyone, including people living in unserved, low-income, and vulnerable communities, benefits from
equitable and safe sanitation service delivery outcomes; (ii) gender and social equity are included in
planning, management, and monitoring; (iii) human wastes are safely managed along the whole sanitation
service chain (capture, containment, emptying, transport, treatment, and safe reuse or disposal); (iv)
authorities operate with a clear, inclusive mandate, performance targets, resources, and accountability;
(v) a diversity of technical solutions is embraced for adaptive, mixed, and incremental approaches that
include sewered and non-sewered sanitation solutions; (vi) comprehensive long-term planning fosters
demand for innovation and is informed by analysis of needs and resources; (vii) political will and
accountability systems provide incentives for service improvements in planning, capacity, and
leadership; and (viii) resource recovery and reuse of water, energy, and nutrients are considered
(circular economy approach). The TA will help ADB to increase its efforts to facilitate communication
and knowledge sharing of the CWIS concept among stakeholders. - There is a need to accelerate CWIS in DMCs through (i) developing holistic, integrated planning and
design approaches that consider both sewered and non-sewered sanitation solutions; (ii) assessing and
developing institutional arrangements to delineate responsibilities and ensure ownership and leadership
of the government, and develop regulations, policies, and standards that address current and emerging
trends, and their enforcement; (iii) determining optimal technical designs utilizing appropriate
innovative technologies, resource recovery, and information technology applications; (iv) promoting
knowledge sharing with development partners or leading knowledge platforms; (v) promoting private sector
participation in service delivery; (vi) increasing awareness about the negative impacts of insufficient
sanitation services through strategic communication campaigns; and (vii) building awareness at all
levels to strengthen the profile of proper sanitation services.
Scope of Work
- The Consultant will render technical support, expert management and administration support for the
implementation of the activities supported by the KSTA and to promote and implement citywide inclusive
sanitation principles within ADB operations and among target DMCs. Specifically, the Consultant will act
as project coordinator, monitoring the activities supported by the KSTA and maintaining the portfolio to
ensure compliance with the Design and Monitoring Framework (DMF). The Consultant will work with the
other experts engaged through the KSTA and will coordinate with the Secretariats of the Water Financing
Partnership Facility (WFPF), Sanitation Financing Partnership Trust Fund (SFPTF)
Detailed Tasks and/or Expected Output
- The Consultant will perform the following detailed tasks:
a. Support the implementation of the KSTA by managing projects and assignments, and by coordinating with
ADB Operations Departments and ADB Resident Missions, as necessary, to promote and support
implementation of CWIS in project preparation and implementation.
b. Support the preparation and review applications of KSTA funding support, establish merit in
connection with KSTA DMF and provide inputs and recommendations.
c. Manage and support the facilitation of Water Operators Partnerships for Resilience (WOP4R) in
collaboration and coordination with other members of the Water and Urban Development Sector.
d. Monitor progress and disbursements of activities and projects supported by the KSTA and the SFPTF.
e. Liaise with the Operational Departments to regularly receive progress reports and disbursement
updates in order to maintain the KSTA and SFPTF databases.
f. Provide input to the development of the annual report to donors, in particular: WFPF Reports, SFPTF
Reports and, reports to the Government of Austria.
g. Support the preparation of a new KSTA channeling SFPTF funds.
h. Provide inputs to and oversee the development and dissemination of knowledge products including CWIS
guidelines and monitoring framework, FSM guidelines, checklists, operation manuals, business models,
best practices handbooks, regulations and policies.
i. Provide necessary management support to projects supported by KSTA and SFPTF, participate in
missions, review reports and documents related to KSTA and SFPF components.
j. Participate in regional conferences to highlight ADB CWIS work.
k. Liaise with development partners in ensuring synergy in promoting CWIS strategy across Asia and the
Pacific.
l. Working with the other experts working in CWIS, design and lead the organization and conduct of in-
country workshops, regional sanitation conferences and other similar knowledge sharing events to
highlight ADB sanitation initiatives.
m. As necessary, provide support to other activities of the KSTA and the Water Sector Group, as may be
needed, from time to time.
DELIVERABLES
- Bi-monthly report on the KSTA DMF Status
- Bi-monthly report on the SFPTF Projects and Results Framework Status
- Inputs to annual SFPF, WFPF, and UFPF progress reports to donors
- Reports on regional and in-country workshops on CWIS
Minimum Qualification Requirements
The Expert should have the following qualifications:
- should be a Philippine national with a university degree and preferably with master’s degree in
environmental, engineering or other degrees relevant to sanitation management. - should have at least 10 years’ professional experience in water and wastewater operations, project
development and implementation, and ability to work in a team in a multicultural environment. - Work experience with ADB and its developing member countries in the fields of citywide inclusive
sanitation, urban and rural sanitation, urban - development, policy analysis and related fields is an advantage;
- Excellent writing and communications skills, and proven ability to work successfully with virtual,
remote teams.
Minimum General Experience: 12 Years
Minimum Specific Experience (relevant to assignment): 10 Years
