Objective and Purpose of the Assignment

  1. The Asian Development Bank (ADB) is providing transaction technical assistance (TA) to the Republic
    of Indonesia to support project preparation, project implementation, and capacity building and policy
    advice to a series of ongoing and ensuing projects on water security in the Republic of Indonesia during
    2020–2023. The TA is a subproject under the TA cluster for Sustainable Infrastructure Assistance Program
    Phase II (SIAP2) and is designed as a TA facility. The TA facility has the following outputs: (i)
    planning, project design and readiness improved; and (ii) project implementation support, capacity
    development, and policy advice provided.
  2. The government of Indonesia is finalizing the government regulation on single management of
    irrigation system, for issuance in 2023. The regulation will redefine the mandates and division of labor
    among national agencies through river basin organizations (RBOs), subnational governments through water
    resources agencies (WRAs), and farmers through water user associations (WUAs). The new policy will have
    impacts on financing needs and fiscal mechanisms for development, and operation and maintenance (O&M) of
    irrigation systems, on technical requirements to operate the systems, on planning and coordination with
    other line agencies such as agriculture, and on staffing.

Scope of Work

The services will assist the Directorate of Water (DWR), BAPPENAS in (i) developing a strategy to
operationalize the forthcoming single management government regulation; (ii) updating the role sharing
matrix for irrigation development and management; (iii) formulating institutional arrangements for the
proposed Integrated Participatory Development and Management of Irrigation Program Phase 2 and the
proposed Rongkong and Pelosika Irrigation Development Project; (iv) reviewing the regulatory framework
to operationalize the single management regulations; and (v) identifying priority investments in the
irrigation sector for the next 10 years.

Detailed Tasks and/or Expected Output

The consultant will undertake the following:
(i) Review relevant policies and regulations in the irrigation sector including new policies that are
being formulated and to analyze the implications of them in the future directions of irrigation
development and management in the country.
(ii) Develop recommendations on how to operationalize new policies and regulations in the irrigation
sector, incorporating the lesson learned and or best practices of recent irrigation project
implementation. The recommendations will be made for all aspects of irrigation development and
management, including fiscal transfer, technical management, water user management, operation and
maintenance, inter-ministerial cooperation, capacity of RBOs and WRAs etc.
(iii) Analyze lessons learned and best practices of project implementation in the irrigation sector.
(iv) Develop and conceptualize system/project design approaches for irrigation development and
management in Indonesia including the proposed Integrated Participatory Development and Management of
Irrigation Program Phase 2 and the proposed Rongkong and Pelosika Irrigation Development Project.
(v) Conduct site visits and consultation meetings with the government counterpart and relevant
stakeholders, as needed.

Deliverables:
(i) Monthly report of the implementation progress of irrigation projects.
(ii) Strategy to operationalize the single management regulation for irrigation development and
management, including fiscal transfer, technical management, water user management, operation and
maintenance, inter-ministerial cooperation, capacity of RBOs and WRAs, etc.
(iii) Updated role sharing matrix for implementing the single management regulation.
(iv) A paper presenting the concept for project design approaches for irrigation development and
management investments in Indonesia.

Minimum Qualification Requirements

The consultant should have at least 10 years combined of experience in developing policies and or system
for participatory-based development and irrigation management and hold at least bachelor’s degree in
engineering. Knowledge of the government planning cycle, fiscal transfer and management mechanisms is
essential. The specialist must have strong interpersonal and communication skills, be fluent in written
and spoken English, and have proven ability in report writing for professional purposes.
