Background:

In 2014 the Government of the Republic of Tajikistan GRT) resumed its membership of the International Commission on Irrigation and Drainage (ICID), and on 29 October 2015 as per Decree No. 620 the National Commission on Irrigation and drainage (NCID) was established. The Agency for Land Reclamation and Irrigation (ALRI) was entrusted with the functions of ensuring the participation of the Republic of Tajikistan in the further work of the ICID.

ICID, established in 1950, is a leading scientific, technical, international non-profit, knowledge-sharing, professional organization. The professional network consists of experts from around the world in the fields of irrigation, drainage, flood control, and agricultural water management. The main mission is to promote “sustainable water management in agriculture”; to achieve a “world free of poverty and hunger through sustainable rural development”.

In order to exchange information, knowledge and experience among ICID members on new innovative developments, methods and approaches for sustainable irrigation and drainage activities, prepare and submit reports and/or case studies, ICID conducts appropriate activities in ICID member countries.

One of such activity is holding of an International Workshop on Drainage. Given the active work of ALRI / NCID of Tajikistan in ICID, to address issues related to irrigation and drainage, ICID suggested ALRI together with the NCID of Tajikistan to hold 14th International Workshop on Drainage from mid-May to mid-June 2024 in Dushanbe, Republic of Tajikistan, on the topic: Modernization of irrigation and drainage systems in order to adapt to climate change and sustainable development. This was adopted by protocol at the 73rd meeting of the ICID Executive Body in October 2022 in Australia.

Within ICID there are several working groups. One of these, the Sustainable Drainage Working Group (WG-SDRG), now the Land Drainage Working Group (WG-LDRG), was established with a mandate to promote sustainable drainage as part of integrated water resources management. One of the functions includes organization of 14th International Drainage Workshop to promote sustainable approaches to drainage and related projects through a balanced integration of environmental, economic and social and cultural aspects.

It is expected that the International Workshop will draw the attention of the world community to the problems associated with the state of irrigation and drainage systems, the need for their modernization in the face of climate change and the needs of food production. The opportunities offered by technological progress, gender issues and the role of women, as well as the need to attract investment in this sector will be considered. Expected results of the workshop:

  • Agencies and individuals gain better knowledge of irrigation and drainage modernization in its concept, challenges, opportunities, approach, and benefits;
  • Recommendations on priority actions for irrigation modernization agenda;
  • Networking among agencies, private sector, and development partners who work together towards irrigation and drainage modernization.

The 14th International Seminar on Drainage will be held for three full days from May 23 to 25, 2024 at Kokhi Vakhdat at 107/1 Rudaki Avenue, Dushanbe (place and date to be confirmed). The International Seminar will consist of two days of thematic sessions with accompanying training activities, followed by a third day of field visit.

About 200 participants are expected, both from the international community (about 50) and nationally (about 150), including representatives of ministries and departments, scientific and industry organizations, students of higher educational institutions specializing in the field of water resources, land reclamation and irrigation, climate change, agriculture, urbanization of cities and regions, as well as representatives of international and non-governmental organizations.

For coverage of this event, distribution of information materials, as well as registration and payment of registration fees for participants in this event will be carried out through the website of this event.

In order to host the 14th International Workshop on Drainage, ALRI has requested the OSCE Program Office in Dushanbe to provide support for the development of the website for this event.

To implement the project, the OSCE Programme Office seeks to recruit a national expert for the website development of the 14th International Drainage Workshop for three months.

Objective of Assignment: 

The objective of the website development is to create website that is aesthetically pleasing, easy to use and secure. In addition, the national consultant will train one representative from NCID on further technical update of the website.

Duration of Assignment: 3 months

Tasks and Responsibilities:

Under the supervision of the Water and Energy Policy Adviser of the OSCE POiD, the incumbent will develop the website of the 14th International Drainage Workshop on the basis of regulatory legal acts of the Republic of Tajikistan in agreement with the Secretariat of the NCID. He / she will work closely with the representative of the Secretariat of NCID on content, design, registration forms of participants, provide support in obtaining internet acquiring, which allows to accept bank cards for payment via the Internet. Website domain should be www.tajncid.tj. He / she should conduct appropriate training for 1 employee of the Secretariat of NCID, so that the NCID Secretariat can independently create additional pages and make changes and edit the structure and content of the website. The website developer shall provide 1 month technical and advisory support for the functioning of the website.

 He / she will be responsible for the below mentioned:

  1. Developing and providing a fully functioning website;
  2. Website should not be heavy;
  3. The website should support the mobile version as well;
  4. Correctly functioning registration form with possible extracting the data;
  5. Developing a logo for the event and good design of the website (He/ she will work closely with the representative of the Secretariat of NCID for the content of the website);
  6. The Website should function in three languages: Russian, Tajik and English;
  7. Content of the website should include several pages.

Deliverables:

  • Registration of the website domain;
  • Content of the website should be developed;
  • Design of the website should be ready;
  • Develop and provide a fully functioning website;
  • Conduct a training for the representative of the Secretariat of NCID

Necessary Qualifications:

  • At least Diploma from a recognized university (IT, website development, database);
  • At least 5 years of relevant experience in fields of IT, website development;
  • Must have a strong familiarity with PC hardware and software
  • Must possess strong analytical interpersonal, and communication skills and have the ability to work with minimal supervision in a team environment; 
  • Technical degree in Information Science, CS, or equivalent skill gained through experience coupled with 5+ years of experience in systems (hardware and software) support or an equivalent combination of education and experience sufficient to successfully perform the essential duties of the job as listed above;
  • Working knowledge of English, Russian and Tajik.
  • Demonstrated gender awareness and sensitivity, and an ability to integrate a gender perspective into tasks and activities;
  • Ability and willingness to work as a member of team, with people of different cultural, and religious backgrounds, different gender, and diverse political views, while maintaining impartiality and objectivity.

As part of the assessment, a portfolio of own designed and created websites should be provided on projects that implement social, humanitarian and development activities in Tajikistan.

Remuneration Package:

Remuneration will be based on the selected consultant’s/expert’s qualifications, experience, the tasks and deliverables for this position and in accordance with the OSCE established rates.
