Objective and Purpose of the Assignment
  
The objective of the consulting services to be recruited through the TA  is to help the PID enhance its 
capacity for transforming its service delivery from a traditional irrigation water deliverer to a WRD 
that holistically manage water resources and for the PID to respond to the Punjab Water Policy approved 
by Provincial Cabinet and Punjab Water Act, 2019 likely to be approved by Provincial Assembly.
Scope of Work
  
- Develop Job functions of various new institutions established under the Water Act
- Develop job descriptions of staff of new institutions
- Develop service rules for the DG and staff of Water Services Regulatory Authority and Water Resources 
Commission
Detailed Tasks and/or Expected Output
  
• Review the existing institutional arrangements of the Govt. of Punjab including PID for implementation 
of Water Act and suggest improvements where required 
• Develop a proposal for necessary institutional strengthening of the PID.
• Institutional review of Irrigation Research Zone and propose the capacity building program
• Coordinate and consult with the stakeholders to get support for implementation of water governance 
framework.
• SWOT analysis of the PID
• Develop functions of various Institutional setups for the implementation of Water Act 2019
• Develop job descriptions of staff of new institutions set up under the Water Act 
• Develop capacity building and training program for the PID to improve its capacity for the 
implementation of Water Act 2019
• Assist international institutional specialist for timely delivery of activities and deliverables.
• Work with the International Institutional Specialist to accomplish all tasks/milestones indicated in 
his/her tasks; and 
• Any other task assigned by the Executing Agency (EA)
Minimum Qualification Requirements
  
The Institutional Specialist must have a graduate degree in water resources management/ public policy/ 
public administration or management/Civil Engineering/environment. She/he preferably has at least 10 
years’ professional work experience in Pakistan in institutional development. The Specialist must have 
extensive knowledge of water resources legislation, policy and institutional analyses relevant to water 
institutions, river and water resources management institutions in Pakistan. The Specialist must be 
familiar with water related rules / regulations and institutions in place related to water resources 
management. Experience in externally funded projects with multi-disciplinary teams will be given 
preference.
