Objective and Purpose of the Assignment
The objective of the consulting services to be recruited through the TA  is to help the PID enhance its 
capacity for transforming its service delivery from a traditional irrigation water deliverer to a WRD 
that holistically manage water resources and for the PID to respond to the Punjab Water Policy approved 
by Provincial Cabinet and Punjab Water Act, 2019 likely to be approved by Provincial Assembly.

Scope of Work
• Study the Punjab Water Act. 2019 and help in implementation of the Act
• Assist the Department in the monitoring, mapping and management of water resources of the province
• Assist the Department in setting new licensing regime under the Act
• Propose the capacity building programs/initiatives for the staff of water resource management 
institutions for implementation of the Act
• Study the different reports received from the CDTA consulting firm on various topics/subjects and 
prepare feedback and suggestions on the behalf of Department
• Coordinate with various stakeholders for implementation of the Act
• Assist the Department for getting necessary approvals from competent fora for implementing water 
regulatory framework 
• Assist PID for developing GIS based WRMIS
• Assist the Department in meetings of technical/steering committees regarding implementation of the 
• Support the International water governance specialist, legal specialists and Institutional specialists 
• Any other task assigned by the Executing Agency (EA)

Detailed Tasks and/or Expected Output
- Draft Water Allocation/reallocation policy in consultation with stakeholders and International water 
allocation specialist 
- Provide ground water mapping framework
- Assist PID for groundwater mapping, monitoring and management initiatives 
- Assist PID for development of GIS based WRMIS 
- Provide support for implementation of Water Act with regard to approval of water allocation policies

Minimum Qualification Requirements
The Water Management Specialist must have a graduate degree in civil or agricultural or water resources 
engineering or a post graduate degree, in water resources management, water policy or closely related 
subjects. S/he must have a minimum of 10 years professional work experience in irrigation/water 
related/environment work in Pakistan. Prior experience in externally funded projects working with multi-
national, multi-disciplinary teams will be given preference.
