Organizational Setting
The Land and Water Division (CBL) aims at enhancing the agricultural productivity and advancing the sustainable use of land and water resources through their improved tenure, management, development and conservation. It addresses the challenges member countries face in ensuring productive and efficient use of land and water resources in order to meet present and future demands for agricultural products, while ensuring the long-term sustainability of the land and water quantity and quality. It promotes equitable access to these natural resources with a view to enhancing productivity, livelihoods and ecosystem services. It assists to member nations in developing policies, programmes, best practices and tools in the fields of irrigation and drainage, soil conservation, drought mitigation, water rights, access to natural resources, and improvement of land markets. The Division hosts the Secretariat of the Global Soil Partnership that aims to promote sustainable soil management at all levels contributing to food security and nutrition, provision of ecosystem services, mitigation and adaptation to climate change and sustainable development.

Reporting Lines
The Land and Water Officer reports to the Secretary of the Global Soil Partnership (GSP) under the overall guidance of the Director of the Land and Water Division.

 

Technical Focus
Support the development, quality control and effective implementation of FAO's soil portfolio including the Global Soil Partnership work plan through the provision of expertise in relevant technical areas including project formulation and implementation to support member countries

 

Key Results
Collection and analysis of information, data and statistics and project/meeting services to support programme projects, products and services.

 

Key Functions
• Collects and analyses relevant technical, social, economic, environmental, institutional and technology related information, data and/or statistics to support the delivery of programme projects, products and services;
• Undertakes analysis, provides technical input for plans and reports and edits/revises technical/scientific documents;
• Participates in the development of improved work methods, tools and systems;
• Updates databases and web pages;
• Participates in multidisciplinary project/work teams;
• Collaborates in the development of training tools and materials and the organization of workshops/seminars;
• Participates in the organization, conduct and follow-up of meetings, consultations and conferences, the development/production of required materials and the provision of information and assistance to partners.

 

Specific Functions
• Facilitates the functioning of the Regional Soil Partnerships and advocates for the execution of its implementation plans;
• Supports countries in formulating, implementing and monitoring activities on soil, including those on policy and governance;
• Liaises with FAO country and regional offices and with national governments, institutions and organizations for the implementation of national, regional and global soil activities including the organization of meetings, workshops and trainings;
• Drafts and monitors projects on soil in line with the Sustainable Development Goals and other international targets;
• Supports the implementation of global programmes like the Global Soil Laboratory Network (GLOSOLAN);
• Supports the Intergovernmental Technical Panel on Soil in its functions and executes the decisions of the GSP Plenary Assembly;
• Supports the preparation of global assessments and thematic publications related to sustainable soil management;
• Contributes to the implementation of activities as mandated by the GSP Plenary Assembly.

CANDIDATES WILL BE ASSESSED AGAINST THE FOLLOWING

 

Minimum Requirements
• Advanced university degree in soil science, natural resources management, environment, agronomy;
• Three years of relevant experience in sustainable soil management, facilitation of technical and regional networks, resource mobilization on soils;
• Working knowledge of English and limited knowledge of another FAO official language (Arabic, Chinese, French, Russian or Spanish).

Technical/Functional Skills
• Work experience in more than one location or area of work, particularly in field positions is desirable;
• Extent and relevance of experience in partnership management, including the establishment of new networks;
• Extent and relevance experience in sustainable soil management, facilitation of technical and regional networks, resource mobilization on soils;
• Extent and relevance of experience on the Global Soil Partnership and its operations is an asset;
• Extent and relevance of experience in project formulation, management and monitoring;
• Extent and relevance of experience in the establishment and management of global programmes;
• Extent and relevance of experience in financial resource mobilization, negotiation and political mediation;
• Extent and relevance of experience in the preparation, editing and revision of technical/scientific documents and in organizing meetings and workshops;
• Understanding of FAO policies, rules of procedures and programmes is considered a strong asset.
