A little bit about us

The National Water Grid Authority (the Authority) provides advice to the Australian Government on water resource and water infrastructure policy and initiatives to support the growth of regional economies and help the agriculture sector grow to $1 billion and meet the needs of a growing population by 2030. The Authority’s objectives are to:

  • Develop, in partnership with state and territory governments, a national framework for investment in water infrastructure to identify a pipeline of priority water infrastructure projects that will increase the capacity, connectivity and resilience of Australia’s water storage and supply infrastructure.
  • Use world best science to determine where and how Australia’s water resources can be sustainably developed to increase security and reliability of supply.
  • Deliver the Government’s $3.5 billion commitment to identify and build new water infrastructure through the $1.5 billion National Water Infrastructure Development Fund and the $2 billion National Water Infrastructure Loan Facility.

The Authority will focus on strengthening the sustainability, capacity and diversity of regional economies and communities through water policy and program development providing grants and financial assistance to state governments to identify and build economic and environmentally sustainable water infrastructure that will increase the reliability and resilience to drought of Australia’ water storage and supply networks.

Various roles are expected to be filled at the APS 5, APS 6 and EL1 levels across the two Branches in the Authority, and a merit pool will be established through this selection process that may be used to fill future vacancies on an ongoing or non-ongoing basis.

Policy, Science and Engagement Branch

The Policy Science and Engagement Branch comprises two teams –Communication and Engagement Section and the Policy and Science Section.

The Communication and Engagement Section leads on the:

  • development and implementation of a communications and stakeholder engagement strategy; and
  • support for the National Water Grid Advisory Body which will provide independent expert advice to the Deputy Prime Minister and the Authority on a range of matters related to water infrastructure and policy.

Tasks will be varied but are expected to include:

  • contributing to the development and implementation of a communications and stakeholder engagement plan
  • researching and developing advice to support stakeholder engagement activities
  • building and managing constructive relationships with stakeholders
  • preparing Minister-level briefings, speeches, correspondence, presentations, media and communications materials
  • setting up the Advisory Body, coordinating meeting logistics, providing a secretariat function and assisting the Advisory Body to develop its advice to the Deputy Prime Minister
  • media monitoring, analysis, procurement and contract management.

The Policy and Science Section leads the:

  • development and implementation of a science program in close consultation with science agencies to identify where and how water resources within Australia can be sustainably developed to support regional economic growth, and
  • working with the states/territories and other Commonwealth agencies on water policy matters related to developing water resources.

Tasks will be varied but are expected to include:

  • contributing to the development and implementation of a science program that will span catchment and groundwater resources assessments, emerging technologies and communicating outcomes to stakeholders
  • researching and analysing current and emerging state and territory water policy and resource planning issues
  • building and managing constructive relationships with stakeholders
  • preparing Minister-level briefings, speeches, correspondence, presentations, media and communications materials
  • contract and project management, and
  • supporting a steering committee for the science program.

Experience working on water policy and/or relevant science disciplines is highly desirable for roles in the Policy and Science Section.

Infrastructure Framework and Delivery Branch

The Branch is responsible for:

  • Delivery of a National Water Infrastructure Investment Framework;
  • Working with states and territories to identify a pipeline of water infrastructure initiatives that can be progressed to construction phase (including negotiating with states and territories and agreeing on what actions need to take place to implement construction projects);
  • Working with the states and territories to identify regional water use demands and working with various water users to identify the types of water resources required, and the security and reliability of the water expected by users; and
  • Implementation of agreed government commitments associated with the National Water Infrastructure Development Fund.

Opportunities are available in both the National Grid Policy Section and the Water Infrastructure Policy Section.

  • the ability to learn quickly, and be creative and flexible in your approach
  • strong organisational skills and experience supporting high level meetings and coordinating logistical arrangements.

Eligibility requirements

Employment with the Department of Infrastructure, Transport, Regional Development and Communications is subject to conditions prescribed within the Public Service Act 1999 including:

  • Citizenship: To be eligible for employment with the Department of Infrastructure, Transport, Regional Development and Communications, applicants must be an Australian citizen.  Only in exceptional circumstances will the department consider waiving this requirement.
  • Health Assessment: The preferred applicant may be required to undergo a medical examination conducted by the department’s preferred medical provider.
  • Security Clearance: The successful candidate must be able to obtain and/or maintain a security clearance at Baseline.  You must be willing to disclose all relevant and required information.  You must have lived in Australia, or have a checkable background, for at least the preceding five years for Baseline Vetting clearances.  More information on the security clearance vetting process is available on the Australian Government Security Vetting Agency (AGSVA) website.
