APPOINTMENT TYPE: Temporary (20 Hour Week)

 

PURPOSE:
Serve as Third Party Science Neutral (TPSN), leading the Missouri River Recovery Implementation Committee’s (MRRIC) Independent Science Advisory Panel (ISAP) to generate for MRRIC and its Lead Federal Agencies high‐quality, independent, and neutral scientific and technical evaluations in support of implementation of the Missouri River Recovery Program’s Science and Adaptive Management Plan for conservation of three threatened or endangered species. ESSENTIAL JOB FUNCTIONS:  
• TPSN acts as principal investigator, technical expert, and project manager on very complex projects or assignments, requiring wide-ranging scientific credentials and experience in leading peer review, facilitating expert assessment and evaluation, and communicating complex results for decision makers.
• Develops, organizes, and manages scientific and technical peer reviews by expert panel(s).
• Engages with independent technical experts to interpret validity of conclusions in scientific reports and planning documents based on current, broad, and in-depth knowledge of multiple natural and social scientific disciplines/fields.
• Oversees development of preliminary and final reports by expert panel(s). Ensures correctness and clarity of expert panel reports.
• Prepares task order statements of work and budgets. Prepares subcontractor statements of work; manages and tracks subcontracts; manages, tracks and closes out task orders.
• Maintains customer relationship; customer engagement.

 

JOB REQUIREMENTS:
Ph.D. in relevant Natural, Social, or Decision Science and more than 10 years’ experience in use of scientific knowledge for decision making is required. Appropriate Master’s degree and 13 years’ of job related experience or an equivalent combination of education and experience performing duties as described may be substituted for the minimum requirements. Must be able to travel at least four times a year for a week at a time.

 

Peer review experience preferred. Ability to lead a large interdisciplinary review team to deliberate, write, review and revise a review report or presentation for a lay audience required. Experience working with, advising, and /or reviewing for Federal resource agencies required. Experience with structured decision making processes and adaptive management of natural resources in complex systems with high uncertainties preferred. Experience with habitat or ecosystem restoration preferred. Must have experience with collaborative stakeholder engagement, and inclusion of human considerations in environmental decision making. Experience with National Environmental Policy Act (NEPA) assessment and/or review; experience with the Endangered Species Act implementation, assessment, and/or review preferred.

 

Advanced expertise in evaluative methodologies, leadership of technical analysis, operations of subject matter expert-based reviews and evaluations preferred. Strong project management skills required.
