ICLEI is the international association of local governments. Its mission is to build and serve a worldwide movement of local governments to achieve tangible improvement in global environmental and sustainable development conditions through cumulative local actions. ICLEI’s main program areas include: climate change (both mitigation and adaptation), biodiversity, sustainability management, and sustainable procurement. More than 1200 cities around the world are Members of ICLEI.

The Partners for Climate Protection (PCP) Program is the Canadian component of ICLEI’s Cities for Climate Protection (CCP). PCP is a partnership between the Federation of Canadian Municipalities (FCM) and ICLEI. It is a network of over 450 Canadian municipal governments who have committed to reducing greenhouse gases and acting on climate change. ICLEI’s Canada office plays the formal roll of Technical Support Providers to the PCP. In this roll, we assist municipalities with protocol, data collection, local action planning, monitoring and verification. The Project Officer’s primary job duties will focus on delivering and expanding the Partners for Climate Protection (PCP) Program. In addition, the Project Officer will support ICLEI Canada’s Fee-for-Service consulting work relating to climate change mitigation as well as the rollout of other mitigation related activities.

Primary Job Duties

  • Provide ongoing support to members of the Partners for Climate Protection Program, including technical and protocol support, and milestone reviews.
  • Assist ICLEI Canada in implementing emissions inventory and local action planning projects with local governments.
  • Support staff in exploring and developing new funding opportunities for programs including in the fields of energy and land-use-planning.
  • Support the development of tools and resources for local governments on greenhouse gas emissions planning.
  • Assist in the development of user-friendly tools for municipal practitioners to plan and track their greenhouse gas mitigation activities.
  • Assist in the development and delivery of workshops, webinars and presentations relating to ICLEI Canada’s climate mitigation work.
  • Help in the research, writing, design and delivery of resources to build the knowledge and capacity of cities and stakeholders on climate change.
  • Research and draw from global programs and campaigns to keep ICLEI’s Canadian climate programming informed, current and relevant.
  • Support the ICLEI Canada team in developing and delivering fee-for-service consulting services project with partners and clients.
  • Collaborate with the entire ICLEI Canada staff team on membership activities.
  • Other duties as assigned.

Basic Qualifications

  • A minimum 3-years professional work experience in a complimentary field
  • Excellent writing and communication skills.
  • Strong analytical, research and conceptual skills.
  • Knowledge and practical experiences with climate change or sustainable development.
  • Knowledge and experience of local government public administration.
  • Advanced proficiency in Microsoft Excel or other data analysis programs; providing analytical support, including performing quantitative analyses, building analytical models, data entry tools, and creating data visualizations.
  • Ability to work carefully and accurately with numbers, charts, and graphs.
  • Ability to creatively problem solve when faced with ambiguity and less than perfect data sets.
  • Ability to travel domestically and internationally on occasion.
  • Understanding of the non-profit environment in Canada.
  • Candidate must be eligible to work in Canada.
  • Candidate must be located in Toronto, or willing to relocate at their own expense.

Desirable Qualifications

  • Understanding of greenhouse gas and air contaminant issues and accounting
  • Experience with electronic database systems for managing GHG emissions data
  • Experience in conducting research, analyzing information and data, and synthesizing findings into clearly written informative summaries, fact sheets, presentations, or reports.
  • Experience working with non-government organizations (NGOs)
  • Understanding of Kyoto mechanisms, i.e. emissions trading and clean development
  • Ability to work in both French and English is highly valued


The Project Officer reports to the Managing Director, ICLEI Canada. All tasks and responsibilities described below are under the guidance and supervision of Managing Director, ICLEI Canada, or designate.


The annual salary for this position is $40,000 with 3-weeks paid vacation. It is a 1-year contract position with the possibility of extension.
