UN Environment, as the lead of a consortium of 13 partner organizations, has been selected as the host for the operational arm of the UNFCCC Technology Mechanism: the Climate Technology Centre and Network (CTCN). The mission of the CTCN is to stimulate technology cooperation and to enhance the development and transfer of climate technologies to developing countries. The CTCN assists developing country Parties at their request, building or strengthening their capacity to prepare and implement climate technology projects that span the technology transfer continuum. The CTCN supports public and private sector action on mitigation and adaptation, enhancing low-carbon and climate-resilient development in a manner consistent with the capabilities and priorities of recipient countries. 
 
Purpose and Scope of Assignment

In this position, the consultant will provide services for the operationalization of the Climate Technology Centre and Network (CTCN), and will work in close coordination with the CTCN Director.

In particular, he/she will support:

•   Draft reports to donors on CTCN activities and results as per each donor’s specification and with input from CTCN Secretariat staff and consultants;

•   Develop regional, quarterly and annual updates and reports based on results and impacts as provided in the CTCN M&E framework;

•   Prepare Advisory Board meeting organization and document preparation, with inputs from the CTCN Director and staff, twice per year;

•   Draft programme planning documents and reports at the request of the CTCN Director, and with inputs provided by CTCN Secretariat staff, for presentation to the CTCN Advisory Board, its UN Environment and UNIDO host organizations, and the UN Framework Convention on Climate Change;

•   Note UNFCCC Conference of Parties guidance to the CTCN and incorporate it into aforementioned planning documents.

The consultant will contribute to the following deliverables:

•   Well written, informative reporting documents and updates to its donors and other key stakeholders; 

•   Developed strategic programme planning documents and reports.
 
Monitoring and Project Controls

The consultant will report to CTCN Director and its team.

Objective 1: Support development of reports to donors, CTCN Advisory Board, CTCN host organizations and UN Framework Convention on Climate Change.

Outputs:

•   Draft reports to donors on CTCN activities and results as per each donor’s specification and with input from CTCN Secretariat staff and consultants;

•   Draft programme planning documents and reports at the request of the CTCN Director, and with inputs provided by CTCN Secretariat staff, for presentation to the CTCN Advisory Board, its UN Environment and UNIDO host organizations, and the UN Framework Convention on Climate Change;

•   Advisory Board and UNFCCC Conference of Parties guidance to the CTCN are incorporated into aforementioned planning documents;

Objective 2: Support the development of quarterly and annual reports based on agreed annual results and impacts as provided in the CTCN M&E framework, for communication purposes 

Outputs:

•   Regional, quarterly and annual updates, reports or impact briefs based on results and impacts as provided in the CTCN M&E framework;

Objective 3: Prepare the CTCN Advisory Board meetings in terms of logistics and planning in partnership with administrative staff

Outputs:

•   CTCN Advisory Board meeting is organized and logistics managed, with inputs from the CTCN Director and staff;

•   Agendas, presentations and documents for the Advisory Board meeting are prepared according to expected timeline, and in collaboration with CTCN Secretariat.

Specific tasks and responsibilities

The selected consultant shall carry out the following activities:

Reporting:

•   Gather data and information from CTCN Secretariat and development of reports on CTCN activities and results as per each donor’s and host organisations specification, in a timely manner.

•   Gather data and information from CTCN Secretariat and development of reports to the UN Framework Convention on Climate Change, in a timely manner;

•   Liaise with relevant staff and consultants in preparation for the periodic assessment of the Technology Mechanism;

Communication:

•           Gather data and information from CTCN Secretariat and via the M&E framework and develop regional, quarterly and annual reports in order toor communicate CTCN impact and results to a broader audience;

•   Support the Knowledge and Communications Manager in drafting articles and policy briefs;

•   Communicate outcomes of UNFCCC Conference of Parties guidance to the CTCN and ensure incorporation of guidance and requests in CTCN planning documents and operations;

Preparation of Advisory Board meeting and planning documents:

•   Gather data and information from CTCN Secretariat for preparation of documents and presentations for the Advisory Board meeting;

•   Organize logistics and plan the Advisory Board meeting together with administrative staff and consultants;

•    Ensure smooth implementation of Advisory Board meeting through time-keeping communication with participants and stakeholders.
 

Advanced university degree (Master’s degree or equivalent) in environment studies; engineering, international development, international public policy, communications or related area;
 
Experience

•   A minimum of 5 years of progressively responsible experience in the field of environment, sustainability and/or climate change

•   Experience in drafting donor reports is an asset

•   Experience in drafting project and programme plans is an asset

•   Understanding and experience with UN programs, their development and implementation is an asset
 
  • Strong communication and writing skills in English are required. 
  • Knowledge of other UN languages is an asset
