The Water Resources (WR) program is currently looking to fill a Puget Sound Water Resources Enforcement Specialist (Environmental Specialist 3) (In-Training) position. This position will be located in our Northwest Regional Office (NWRO) in Bellevue, WA.

This position will work as part of a regional team coordinating Puget Sound basin water resources compliance and enforcement. This position will provide technical assistance, seek voluntary compliance, and pursue formal enforcement actions, and administer and ensure compliance with state water law Puget Sound watersheds.

Duties
 
The mission of the Water Resources  (WR) program is to support sustainable water resources management to meet the present and future water needs of people and the natural environment, in partnership with Washington communities.

Some of the key work activities of the Puget Sound Water Resources Enforcement Specialist at the Environmental Specialist 3 level are:
 
  • Responds to and investigates alleged violations of water law and helps to negotiate and resolve water resource conflicts.
  • Provides technical assistance and education to a range of water users of different backgrounds related to water rights and Washington State water law.
  • Conducts in-depth property research and analyses of water rights to inform and support compliance recommendations to senior enforcement staff and water masters.
  • Uses ArcGIS to map historical water rights and conduct property research.

This position is part of a new team developed to ensure compliance with Washington water law to support the recovery of Puget Sound’s Southern Resident Killer Whale population.
 
Please Note: The salary posted above does not include the additional 5% premium pay that this position will receive due to this position’s location in King County.

Qualifications
 
Required Qualifications:

At the Environmental Specialist 3 Level: Pay Range 49 – ($3,774 – $4,953) Monthly

A Bachelor’s degree involving major study in environmental, physical, or one of the natural sciences, environmental planning or other allied field AND two years of professional level experience in environmental analysis or control or environmental planning.

Additional qualifying experience will substitute, year for year, for education.

A Master’s degree in one of the above fields will substitute for one year of the required experience.

OR
 
A Ph.D. in one of the above fields.
 
OR
 
One year of experience as an Environmental Specialist 2 at the Department of Ecology.
 
At the Environmental Specialist 2 Level: Pay Range 45 – (3,432 – $4,492) Monthly

A Bachelor’s degree involving major study in environmental, physical, or one of the natural sciences, environmental planning or other allied field AND one year of professional level experience in environmental analysis or control, or environmental planning.

Additional qualifying experience will substitute, year for year, for education.

OR 

One year of experience as an Environmental Specialist 1 at the Department of Ecology.

OR 

A Master’s degree in one of the above fields.
 
At the Environmental Specialist 1 Level: Pay Range 45 – (2,912 – $3,774) Monthly
 
A Bachelor’s degree involving major study in environmental, physical, or one of the natural sciences, environmental planning or other allied field.
 
Note: Experience at or above the Environmental Technician level or equivalent will substitute, year for year, for education.

Desired Qualifications:
 
  • Knowledge and working experience working with Washington State water code.
  • Competency using ArcGIS software.
