Objective and Purpose of the Assignment
The consultant will support the project team in ensuring environmental compliance of the project and its
components.
Scope of Work
The specialist will support ADB in reviewing compliance with due diligence on environmental safeguards,
and enhancing environmental sustainability and climate resilience of projects.
Detailed Tasks and/or Expected Output
The specific tasks are, but not limited to, the following:
(i) Prepare and review environmental due diligence reports including IEE/EIAs.
(ii) Prepare and review climate risk and vulnerability assessments.
(iii) Undertaking capacity assessments of executing and implementing agencies in environmental
safeguards and climate risk assessment and management.
(iv) Provide technical guidance and training to executing and implementing agency staff on conducting
environmental safeguard compliance (i.e., implementation of environmental management plans), safeguard
monitoring and reporting, and climate risk and vulnerability planning and management.
(v) Contribute to knowledge products and knowledge transfer activities related to environmental
safeguards, environmental sustainability and climate change.
(vi) Support ADB missions by contributing to aide memoires and other outputs.
Minimum Qualification Requirements
Preferably hold a Master's degree in environmental science or equivalent, with 15 years of post-graduate
experience in preparing, implementing and monitoring environment management schemes associated with
infrastructure projects, and preparing and implementing environment management plan Environmental for
rural roads. He or she should be fully familiar with legal provisions for environmental management.
Experience in ADB or WB funded infrastructure projects would be desirable.
