The Government of Federal Republic of Somalia has received funds from the World Bank towards financing of the Horn of Africa – Ground Water for Resilience (GW4R) Project ‘GW4R project being implemented by the Ministry of Energy and Water Resources and intends to apply part of the proceeds for engagement of a consulting Firm to conduct Ground Water Mapping Services.

The overall objective of this consultancy is to facilitate the decision making and development of WDS for drinking water supply to people, livestock, and irrigation in Somalia and Somaliland. Specific objectives of this assignment are: (a) Inventory of and presentation of information in the form of digital maps of needed for the prioritization and selection of target areas and WDS types. This information concerns spatial insight in the extent of aquifers, the groundwater quality, the suitability of various WDS and socio-economic aspects, (b) Creation of capacity, via training sessions, in the PCU (and possibly PIU’s) to understand and use these maps for the realization of WDS and water management in general.  (c) Leading workshops to designate targets areas for the rehabilitation of construction of 100 WDS in the following phase of the Abaar-Tir project, (d) Creation of a geodatabase accessible via webservice system and maintenance of the system during the 5-year Abaar-Tir project, (f) Migration of database and web service system to Hydromet centres at MoEWR (Somalia) and MoWRD (Somaliland), accompanied by training.

The contract duration is 18 months, with the possibility of extension subject to availability of budget and satisfactory performance.

The Ministry of Energy and Water Resources now invites eligible consulting firms (“Consultants”) to indicate their interest in providing the Services. Interested Consultants should provide information demonstrating that they have the required qualifications and relevant experience to perform the Services (brochures, description of similar assignments, experience in similar conditions, availability of appropriate skills among staff etc.). The shortlisting criteria are as follows:

  1. Core business of the firm and 7 years in business.
  2. Specific experience in successfully implementing similar assignments with at least 7 years of experience in groundwater assessment, hydrogeological mapping and suitability mapping of water delivery systems in the Horn of Africa or Sub-Saharan Africa. Working experience in Horn of Africa is a strong advantage. The Consultant shall provide the name and contact details of the Client (office and e-mail address and telephone number), date (s) of execution, name(s) of lead and associate firms, contract amount and financing sources.
  3. Experience of relevant services in an environment similar to that of Somalia; and
  4. Technical and managerial organization of the firm (provide only the structure of the organization.). Do not provide CVs of key staff). Key experts will not be evaluated at the shortlisting stage.

Attention of interested Consultants is drawn to section III, paras 3.14,3.16 & 3.17 of the World Bank’s Procurement Regulations for IPF Borrowers: Procurement in Investment Projects Financing Goods, Works, Non -Consulting and Consulting Services, July 2016, revised November 2017 2018 and November 2020 (“Procurement Regulations”), setting forth the World Bank’s policy on conflict of interest.  

Consultants may associate with other firms to enhance their qualification but should indicate clearly whether the association is in the form of a joint venture and/or a sub-consultancy. In the case of a joint venture, all the partners in the joint venture shall be jointly and severally liable for the entire contract, if selected.

A Consultant will be selected in accordance with the Quality and Cost Based Selection (QCBS) method set out in the Procurement Regulations.
