About the Position:
ESA has a unique opportunity in our California-based Sustainable Communities team for a Program Manager/Senior Planner to help ESA’s clients navigate the increasingly complex and interconnected needs of business, environment, and society in the face of climate change and related stressors. You will work on behalf of ESA’s clients to provide climate-related planning services, policy guidance, and analysis in the areas of energy, water, transportation, solid waste, public health, economics, and resource conservation. We are also looking for someone who can provide leadership in business strategy and marketing, and contribute to all stages of business development.
Manage complex projects in a budget-oriented and deadline-oriented environment;
Participate and provide leadership in business strategy and development, marketing and client stewardship activities including identifying project opportunities, preparing proposals, and leading interview teams to win and secure work;
Prepare detailed planning studies and reports, oversee and interpret analysis;
Supervise staff and project teams to ensure that project and client needs are met in a timely and effective manner;
Manage projects from initiation to close out including negotiating scopes of work and being accountable for meeting schedule and budget requirements;
Help market ESA services and promote ESA’s reputation as thought leader in climate change solutions, through conference presentations, workshops, and active participation in professional organizations.
Present project and technical work to clients, agencies, peers and the public;
Establish and maintain effective working relationships both internally and externally with clients and other colleagues;
Support the professional development of Sustainable Communities staff;
The ideal candidate will have at least 10 years’ consulting and/or public agency experience in planning, environmental science, or engineering, with an advanced degree and a successful track record in project management and business development. Ideal project experience will include Climate and Energy Action Plans, climate change vulnerability and risk assessments, sustainability master plans, and community resilience plans. The candidate will be highly organized and self-motivated, team-oriented, with strong communication and problem-solving skills.
- Minimum Qualifications: Bachelor’s degree and 10+ years of experience in planning, environmental science, or related field; alternatively, advanced degree and/or registered professional and 7 years of experience.
- Knowledge and experience with federal, state, and local regulatory requirements (e.g., AB 32, SB 375, CEQA, NEPA) and relevant policies and programs (e.g., Title 24, CA Cap & Trade, grant programs)
- Experience in a consulting environment, including business development
- Demonstrated critical and creative thinking ]
- Excellent written and oral communication skills.
- LEED AP or AICP certification is desirable. Experience with transportation, utility, energy, and/or community planning projects is a plus.
- Experience with sustainability indicators and rating systems and GHG accounting principles is a plus
- Some West Coast travel required, mostly in California
