JOB DESCRIPTION
RESPONSIBILITY
Assist the Programme Manager in managing the programme implementation to a high standard, supporting the development of the projects locally and regionally and embedding it within Regional Water and Climate Change Programme.

The Project Coordinator reports directly to the Water and Climate Change Programme Manager, while interfacing with other programme managers, project coordinators, finance, admin and communications staff of ROWA.

The Project Coordinator is responsible for the preparation of work-plans, budgets and progress reports, ensuring quality, deadlines and submission to the donors through the Line Manager.

The PC is based in Amman and will be required to travel to project sites and other locations at least 30% of the time.

SPECIFIC TASKS

1. Conceptual and technical duties:
• Provide conceptual and methodological guidance to projects that are implemented as part of the IUCN Regional Water & Climate Change Programme;
• Enhance IUCN’s mission in promoting conservation and sustainable use of natural resources, by involving local communities and policy makers in the planning and management of these resources and especially the scarce water resources in the WANA Region;
• Contribute to the development of and support the implementation of sustainable water resource management projects within the Regional Water and Climate Change Programme;
• Support the Programme Manager in the conceptual and methodological guidance of the IUCN Regional Water and Climate Change Programme;

2. Establish and maintain sound and productive working relationships with stakeholders at different levels including end users, CBOs, Private sector, NGOs and government bodies:
• Strengthen the partnership spirit within the programme stakeholders in different governmental and non-governmental bodies.
• Assist in the establishment and management of the regional, national and local networks.
• Ensure that each stakeholder fulfill their responsibilities in the field according to the work plans.

3. Together with the core team and senior staff of partners, develop projects’ plans, methodology and guidelines that ensure that the field level interventions are planned and executed effectively and efficiently via a sustainable and replicable model.
• Provide conceptual and methodological guidance to the projects that are being implemented as part of the Regional Water and Climate Change Programme.
• Develop a strategy for identifying and building the capacity of Stakeholders on relevant fields.
• Field-based activities are efficiently and effectively implemented in accordance with agreed project plans, with the full participation of all project stakeholders.
• All contractual obligations to the donors are met
• Ensuring that the projects are linked and contributing fully to the ROWA strategy and the regional programme.

4. Management of the implementation of the pilot projects in accordance with IUCN’s standards and in accordance with donor requirements.
• Develop guidelines and internalize them among stakeholders to test the feasibility of identified solutions and to demonstrate their implementation.
• Design and oversee the implementation of the pilot projects activities in the field.
• Accordingly, prepare the pilot projects work plans, budgets and technical progress reports and present them to the Programme Manager.
• Supervise the work of the sub-contractor; ensuring deliverables are received on time.
• Identifying new opportunities: projects, partners, approaches, and donors.
• Developing concept papers and proposals.
• Networking for the submission of proposals (donors, ministries and other relevant organizations).

5. Contribution to IUCN ROWA strategic programme.
• Participate as part of the IUCN team in development of the Strategic plans;
• Represent IUCN and network with other organizations on behalf of IUCN

6. Other
• Performing any other duties as requested by the line manager.

REQUIREMENTS
 • Minimum of Bachelor degree in Integrated Water Resource Management or related field.

• 5 years of experience in water management projects

• Fluency in both English and Arabic

• Strong knowledge of water and climate change related issues and their linkage with livelihoods issues

• Strong report writing skills

• Good experience in Project design and proposals preparation
