JOB DESCRIPTION AND POSITION REQUIREMENTS:

The Penn State Facilities Engineering Institute (PSFEI) is seeking a Water Systems Engineer (Research and Development Engineer 2) to provide technical assistance in the areas of engineering, design, feasibility studies, permitting, planning, cost estimating, life-cycle evaluations, construction, troubleshooting, and operation and maintenance of water and wastewater systems. The successful candidate will have knowledge of, and experience with, community potable drinking water systems, private and publicly owned wastewater systems, and corresponding regulations.

PSFEI is a non-academic, external facing outreach department in the College of Engineering at Penn State. Since 1947, we have been providing a broad range of strategic energy procurement and facilities management technical advisory services to many agencies of the Commonwealth of Pennsylvania, such as the Departments of Agriculture, Corrections, General Services, Human Services, Labor and Industry, Military and Veterans Affairs, and Transportation. We also provide services to the Pennsylvania Historical and Museum Commission, the Pennsylvania Turnpike Commission, Pennsylvania’s State System of Higher Education, and the Penn State Hershey Milton S. Hershey Medical Center.

Security clearances may be required for access to client sites.

Responsibilities include:

  • Providing on-site technical assistance for evaluating and troubleshooting water, wastewater, and stormwater systems. Follow-up efforts include writing reports with recommendations on improving systems.
  • Completing design and document reviews, as well as providing instructive comments. Assisting clients with regulatory permit application submissions, providing reviews of draft permit documents, and assisting with system permit compliance.
  • Offering conceptual design suggestions and improvements to systems.
  • Researching and suggesting best practices for water conservation, water reuse, and net-zero water techniques.
  • Assisting clients with building water management and safety plans relating to Legionella mitigation and control and building shutdowns.
  • Investigating probable causes of piping and system corrosion related to water chemistry, including those within the industrial boiler and chiller water treatment applications.
  • Providing educational and training opportunities to client facility personnel.

Required Skills and Experience:

  • Proficient and comprehensive knowledge of water and wastewater engineering, industry standards, and state and federal regulations and standards.
  • Ability to apply critical problem-solving skills and knowledge to advise and assist clients with their water and wastewater systems.
  • Excellent presentation skills and verbal and written communication skills. The successful candidate must be able to interact with a variety of audiences, including architects, engineers, regulatory agencies, agency directors, site administrators and maintenance staff, contractors, and coworkers, as well as author technical reports that are clear, concise, and actionable.

Required Education and Experience: Bachelor’s degree in an Engineering or Science discipline and 2+ years related experience.

Required Certifications, Registrations, or Licensure: Valid PA Driver’s License and ability to operate a motor vehicle is required. This position requires that you operate a motor vehicle as part of your job duties. A valid driver’s license and successful completion of a motor vehicle records check will be required in addition to standard background checks. 

Preferred Skills and Experience:

  • Licensed Professional Engineer is strongly preferred.
  • Work-related design and project management experience.
  • Master’s degree or equivalent in Civil or Environmental Engineering or a related field.
  • Water/wastewater operator certification is a plus.
  • Stormwater and green infrastructure design experience.

Flexible Work Arrangement Opportunities

This position is based in State College, PA; however, travel throughout Pennsylvania is required (day and occasional overnight). Flexible work arrangements, such as remote or hybrid work opportunities from the successful candidate’s residence, will be considered.

This is a limited-term appointment, funded for three years from the date of hire, with excellent possibility of refunding.
