Position Description:
Our client, who has been tasked with the significant mandate of creating a disaster risk management and financing facility for Caribbean water utilities, is looking for a qualified, technical resource to support the execution of the mandate of its newly established portfolio.

Key responsibilities include (but are not limited to):
– Promote the portfolio’s mandate to water utilities and their respective ministries responsible for water across the Caribbean. This will include supervising Component 1 of the program, and supporting with growing the facility’s client base.
– Oversee and supervise all areas of Component 1, especially agreements with internal and external stakeholders.
– Responsible for creating and continuous monitoring of a detailed Work Plan and providing regular updates to the Team Leader, to support the unit, and the Management Committee in its primary goals and objectives.
– Support the Team Leader, the Management Committee and other Management teams in technical negotiations regarding Component 1, with current and new member water utilities, and their respective ministries responsible for water.
– Support the Team Leader and Management Team(s) regarding the financial management of the portfolio, regular reporting and an annual review of Component 1: Regular Reporting.
– Supervise consultants and subcontractors when required, to ensure successful training and execution of the unit’s operational objectives and overall mandate.

Core competencies and skills:
– Experienced professional in the Caribbean water sector field, who displays technical and current knowledge of regional water utilities, disaster risk management, and climate change adaptation.
– Experienced relationship-building and management skills relating to a myriad of internal and external stakeholders, inclusive of funding institutions and insurance regulators.
– Exhibits integrity, trust, objectivity, and accountability in approach to work.
– Excellent written and verbal communication skills to effectively engage internal and external stakeholders regionally.
– Strong analytical and decision-making skills.
– Performance-driven and able to effectively manage own workload and that of consultants and subcontractors.
