UNICEF Zimbabwe is inviting proposals from Individual Zimbabwe National Consultants for WASH Information Management
UNICEF Zimbabwe has supported the Government of Zimbabwe in the development of a near real time system for monitoring rural WASH infrastructure- the Rural WASH Information Management System (RWIMS). RWIMS has been established in 6 rural provinces, covering all districts, wards and villages. The system collects and monitors water and sanitation coverage at village level. RWIMS in itself is fraught with several challenges which include failure to update data by enumerators, lack of community involvement in reporting faults, data not being used to respond to operation and maintenance issues. UNICEF Zimbabwe also uses another community SMS based system to monitor functionality of water sources – in 6 drought affected districts using RapidPro. The information captured by the Rapid Pro system and can be used for monitoring purposes and initiating action at local level for rehabilitation or establish area specific water source functionality patterns and trends and can resolve the challenges affecting RWIMS.
For the purposes of sustainability of the near real time monitoring system the RapidPro system needs to be integrated into the Rural WASH Information Management System. This will ensure that the system not only monitors borehole functionality patterns and trends but is able to provide consistent real-time data through enabling community members to quickly report faults and for the relevant authorities to respond timely to reported breakdowns. There is need for the system to monitor enumerator efficiency and performance management and to communicate data to the ward level by allowing enumerators to generate their ward level reports. The current system limits data access to the district level.
A consultant is needed to support the National Coordination Unit in the development of an integrated RapidPro/RWIMS system that supports operation and maintenance of WASH infrastructure and constantly provides up to date data on WASH Infrastructure. The consultant will execute real time monitoring using the integrated system to track WASH trends, analyse and recommend actions to be followed. The consultant will support the scale up of the intergrated system utilizing lessons learnt and contribute to the development of a national framework to support the sustainability of the system.
Currently, RWIMS and RapidPro are two systems that are being used separately within the WASH sector. There are plans within the sector to integrate the systems to promote operation and maintenance of WASH infrastructure as well as support data utilization. Integration of the systems will lead to increased use of the RWIMS by all levels from the community to the national level. In addition, there are plans for extending RWIMS to 2 additional provinces (Mashonaland Central, Mashonaland East).
UNICEF Zimbabwe therefore intends to hire a suitably qualified consultant to support the National Coordination Unit in the development of an integrated RapidPro/RWIMS system that supports operation and maintenance of WASH infrastructure and constantly provides up to date data on WASH Infrastructure. The consultant will execute real time monitoring using the integrated system to track WASH trends, analyse and recommend actions to be followed. The consultant will support the scale up of the integrated system utilizing lessons learnt and contribute to the development of a national framework to support the sustainability of the system.
Various other innovations are currently being implemented in the WASH sector including use of U reporting to monitor and improve accountability within urban towns in the ongoing Small Towns WASH Project as well as end user utilization monitoring of WASH NFIs through mobile platforms. This consultancy will also serve to provide technical and supportive monitoring of these initiatives, provide documentation and make recommendations for successful and sustainable implementation and scale up, aligned with national structures.
The overall goal of the consultancy is to support the development on an integrated RWIMS/RapidPro information management system that supports operation and maintenance in the WASH sector, as well as track trends, analyse and recommend actions to be followed.
The specific objectives of the consultancy are:
Support the development of a functional integrated interface between RWIMS/RapidPro
Monitor functionality of operation and maintenance services and provide recommendations to improving the RWIMS/RapidPro System
Support the development of a national sustainability framework for real time monitoring in the WASH sector
Develop a platform for hygiene promotion through RapidPRO in WASH Projects
Support end user monitoring of WASH Non-Food Items using RapidPRO
Support the monitoring and documentation of U Reporting for WASH in urban towns
Methodology & Expected Output
The selected consultant will be based at UNICEF; however, he/she will be required to work closely with the consultants responsible for Rapid Pro and RWIMS respectively, the National Coordinating Unit (NCU), the Provincial and District Water and Sanitation Services Committees, (PWSSC and DWSSCs, district based water officials (EHT/DDF). The consultant may be required to travel to project locations based on programme requirements and on the approval of the supervisor.
The consultant will be required to monitor incoming data on the RWIMS/RapidPro platform and provide recommendations as necessary.
Major Tasks and Deliverables
Task: Technical Support to NCU for the development of the RWIMS/RapidPro Interface
Deliverable: Functional RWIMS/RapidPRO Interface Platform piloted successfully
Task: Support the scaling up of the RWIMS/RapidPro Interface
Deliverable: RWIMS/RapidPRO interface is successfully scaled up, and in use all the target provinces
Task: Support the implementation of RWIMS in 2 additional provinces
Deliverable: RWIMS established in 2 additional provinces
Task: Monitor functionality of the operation and maintenance platform provided by the interface and provide recommendations as needed
Deliverable: Functionality of the operation and maintenance platform on RWIMS/RapidPro monitored and improvements that support sustainability made
Task: Support the marketing of RWIMS to WASH stakeholders and non-WASH stakeholders to encourage data use
Deliverable: Increase usage of the RWIMS/RapidPRO system in the WASH sector for reporting
Task: Support the NCU in dissemination of RWIMS WASH data within the sector
Deliverable: Dissemination Workshops/meetings are successfully held for the WASH sector on the use of RWIMS / RapidPRO
Task: Develop a platform for hygiene promotion through RapidPRO in WASH target districts
Deliverable: Hygiene Promotion Platform successfully developed for the RapidPRO system in the target WASH districts
Task: Support end user monitoring of Non-Food Items using RapidPRO
Deliverable: NFIs being successfully reported and monitored using RapidPRO, and system improvements to support sustainability made.
Task: Support the monitoring of U Reporting for WASH in small towns
Deliverable: The target towns, are successfully using U Reporting system for the improvement of customer relations
The consultancy will begin 15 November 2016 and end 15 October 2017.
Education and work Experience
A degree in Public Health, Social Sciences or related field
At least five years of experience in WASH related program implementation,
Experience with real time monitoring systems,
Strong demonstrated experience and knowledge in data analysis and monitoring,
Possess strong interpersonal skills, organizational networking, the ability to communicate efficiently and effectively with a range of government and civil society partners,
Possess initiative and a drive to achieve results and ability to work with minimal supervision
Demonstrated communication skills in English (both written and verbal) and working knowledge local languages including Ndebele
Ability to work effectively in multicultural environment
Previous experience in a UN agency will be an advantage
The “Chief of WASH” will provide strategic guidance to the consultancy whilst day to day supervision will be done by the WASH Manager.
