Background
This vacancy is open only for the applicants with citizenship of or permanent residence in the Republic of Serbia.
The OSCE Mission to Serbia is looking to increase the number of experts on the Mission’s Consultancy Roster, who have relevant experience in the field of good environmental governance. Those chosen may be engaged in one or more of the Mission’s current or future projects.
Since its ratification by the Republic of Serbia in 2009, the UN Convention on Access to Information, Public Participation in Decision-making and Access to Justice in Environmental Matters (better known as the Aarhus Convention), has been the centrepiece of the OSCE Mission to Serbia’s environmental portfolio, focused on supporting good governance practices of national, provincial and local authorities engaged in environmental management. Mission assistance continues as the environmental regulatory framework is reshaped to support sustainable development that benefits the citizens, the environment and the economy. To that end, the country developed a number of strategic documents including the National Strategy of Sustainable Use of Natural Resources, the National Programme of Environmental Protection, the Waste and Water Management Strategy, the Strategy for implementing the Aarhus Convention and the Law on Climate change, laying the foundations for the establishment of a system for limiting greenhouse gas emissions.
Aiming to further align the national environmental legislative framework and practices with international standards and strengthen engaged policy discussions the Mission will continue to assist authorities at local, provincial and state levels. This will be done by promoting public access to environmental legislation, public participation in environmental decision-making to enhance the quality of implementation of decisions, which will in turn further the accountability and transparency in decision-making. Continued support will be granted to enhance the enforcement of legislation by enhancing professional skills of diverse stakeholders engaged in applying environmental laws.
To this end, the Mission requires the services of highly qualified experts in the field of environmental protection, including environmental legislation, who would, among other tasks, be responsible to draft publications, design and deliver workshops, presentations and/or seminars.
Tasks and Responsibilities
Under the supervision of the National Environmental Affairs Officer, the experts may be responsible for one or multiple tasks from the following list:
- Drafting a publication and delivering presentations at seminars promoting the Law on Free Access to Information of Public Importance relevant to enabling stronger public access to environmental information held by national authorities;
- Developing and delivering contributions in workshops intended to promote the engagement of CSOs and interested public members to address environmental concerns;
- Delivering presentations during seminars aimed at increasing capacities of legal professionals to process environmental cases through legal instruments;
- Delivering presentations at events addressing climate change and promoting sustainable development.
Necessary Qualifications
- Citizenship of or permanent residence in the Republic of Serbia;
- University degree in relevant field, such as environmental protection or natural sciences, law and social studies; advanced university degree would be considered as an asset;
- Established expertise and minimum 4 (four) years of professional experience in the field of environment and implementation of legislation pertaining to the environmental security;
- Excellent interpersonal, communication and presentation skills;
- Experience in dealing with environmental cases;
- Professional fluency in English language, both oral and written;
- Computer literate with practical experience in Microsoft packages;
- Ability and willingness to work with people of different cultural, national and religious backgrounds;
- Demonstrated gender awareness and sensitivity, as well as the ability to integrate a gender perspective into tasks and activities.

The purpose of this recruitment is to increase the number of consultants/experts on the Mission’s Consultancy Roster who have relevant experience in the field of good environmental governance. Inclusion on the roster does not constitute an obligation or promise of engagement or employment.
Remuneration Package
The selected experts would be put on the Mission’s consultancy roster and may be engaged on a Special Service Agreement for specific projects and activities, and they would be remunerated in accordance with the Mission’s remuneration policy valid at the time engagement, commensurate to individual qualifications and experience (for the purpose of illustration, currently up to 190 EUR daily rate / 1,800 EUR monthly rate).
