Title: External Collaborator – WASH Consultant BESTARI
BACKGROUND
Save the Children Indonesia has completed its Country Strategy Plan 2022-2024. One of the key enablers of the strategy is Integrated Programming and Transformative Partnerships, aiming to create diverse and transformative partnerships which enable holistic, innovative, and scalable programs models and which are cost-efficient and lean. One of the steps towards this is to create a vehicle that allows Save the Children Indonesia to better respond and serve domestic stakeholders and donors (i.e., local corporations, governments, NGOs, High Net Worth individuals, etc) and deliver impact to scale through holistic, multi-thematic, and geographic focused programs, which we call “Indonesia (Domestic) Programs”.
Indonesia program is a holistic initiative co-created and implemented together with our domestic partners (communities incl. children, govt, NGOs, private sectors, etc), resourced by diverse donors (individual, corporate, institution) to address local needs in development & humanitarian sector to bring sustainable impact for children at scale. The Indonesia (Domestic) Program is further called BESTARI (Building Resilient & Safe Future Generation – Bangun Generasi Tangguh dan Mandiri) program.
BESTARI is comprised of 5 clusters of interventions:
- BESTARI 1: Early Childhood (0-3 years old) – Focusing on child health and nutrition status
- BESTARI 2: School Age (5-17 years old) – Focusing on back-to-school program for school-aged children
- BESTARI 3: Adulthood (18-24 years old) – Focusing on empowerment of woman & youth for better economic opportunities
- BESTARI 4: Environment & Climate Change – Focusing on Trees for the EARTH
- BESTARI 5: Life Saving & Disaster Resilient – Focusing on Children living in disaster prone and climate risk areas are at a high risk.
In 2023, we are implementing 3 BESTARI pilots (Bestari 1, 3 & 5) in Kabupaten Cianjur and Bandung in West Java and in Jakarta area as a showcase and gauge interests from domestic funders.
We are looking for a WASH Consultant (External Collaborator) to support us implementing the initiatives, achieve the objectives, and delivering high quality work and support as required by the organization. S/he will be responsible to make sure the target of WASH Activities for BESTARI 1 are achieved by delivering high quality work and support as required by the organization.
S/he will be contracted under a blanket contract until end of 2023, where payments will be aligned with assignments and number of working days performed each month, based on the agreed daily rate/fees. The organization will review the external collaborator’s performance each month and assign work as required by the project based on the performance review and quality of previous deliverables.

Duty station : Bandung City or Bandung District, West Java
Duration : 10 months
Report to : Program Manager
SCOPE OF WORK
Specific responsibilities include:
- Support the implementation of Bestari 1’s Planning in close coordination with Technical Advisors, Program Manager and Program Coordinator
- New site survey for the construction of clean water installation in West Java Area or others area as requested
- Determination of water point from preparation until finish for BESTARI WASH program
- Preparation for the construction of a clean water installation
- Monitoring during the water installation
- Prepare the forming of community water committee
- Responsible for community water committee training
- Other tasks as specified and agreed with the supervisor & organization
DELIVERABLES
- Monthly deliverables as agreed by the supervisor and organization, which may include but not limited to Survey report, Report of progress of water installation, monthly activity report·
- Monthly timesheet report detailing time spent and activities completed
- Final report
EXPERIENCE & SKILLS
- A relevant professional level qualification with a minimum 7 years of relevant working experience
- Experience in WASH thematic area
- Experience different kind of water installation from survey, preparation, implementation, monitoring and evaluation
- Experience in engage with various stakeholders
- Experience in facilitate FGD
- Experience in forming community water committee
- Exceptional verbal, written, and presentation skills
- Exceptional communication and influencing skills
- Excellent interpersonal skills and ability to work both independently and as a team member
- Self-motivated and highly flexible individual who can manage multiple tasks & priorities and work on tight deadlines
- Proven capacity and willingness to be highly flexible and accommodating in difficult and sometimes insecure working circumstances
- Desired: Wide network of existing contacts in the relevant fields
