Background
 

The Bureau of Soils and Water Management (BSWM) has obtained a financial grant from the Global Environment Facility (GEF) and the United Nations Development Programme (UNDP) for the implementation of the project entitled “Sustainable Land Management (SLM) Practices to Address Land Degradation and Mitigate Effects of Drought”.

The project focuses at the systematic and institutional levels, and hence strengthen the enabling regulatory, institutional and financial framework that would govern efforts to address land degradation in the Philippines.  Keys activities of the project includes workshops, trainings and the establishment of techno-demo farms.

 The Project Manager will be responsible for the overall implementation of the project in accordance to standard Government and UNDP rules and regulations.

 
Duties and Responsibilities
 

Under the supervision of the National Project Director and SLM Project Focal Person, the Project Manager will carry out the following tasks:

  • Responsible for the overall implementation of the project;
  • Ensure project delivery and execution consistent with programme objectives;
  • Work closely with the other partner agencies, LGUs, and CSOs on the implementation of the project;
  • Establish networking system among SLM agencies and practitioners;
  • Oversee the activities of the consultants and staff;
  • Convene and report periodically on the status of the project to the Project Board;
  • Ensure that the progress of the project is being tracked and monitored;
  • Monitor the procurement of equipment needed for training, mapping and monitoring;
  • Conduct competency assessment of institutional stakeholders on SLM;
  • Develop (instead of Facilitate) the preparation of relevant policy issuance for mainstreaming of SLM in local land use and development planning process;
  • Prepare the M&E system for SLM project implementation and impact/benefit assessment;
  • Prepare the project completion report;
  • Other duties of similar nature assigned by the National Project Director and SLM Project Focal Person.

Required Skills and Experience
 

Education: 

  • Master’s degree or Bachelor’s degree in Agriculture, Agricultural Engineering, Agricultural Economics, Environmental Science, Natural Resource Management, or other related fields;

Experience: 

  • For Bachelor’s degree, at least seven (7) years of relevant experience in project management of agriculture and land resource project of which at least four (4) years of experience on working with LGUs and writing project reports and three (3) years of experience on policy and institutional development along the field of sustainable land management and related disciplines; or
  • For Master’s degree, at least five (5) years of relevant experience in project management of agriculture and land resource project of which at least three (3) years of experience on working with LGUs and writing project reports and two (2) years of experience on policy and institutional development along the field of sustainable land management and related disciplines.

Language requirements:

  • Fluency in the English and national language
